Work Description: Work under this Contract comprises remediation of the Colwood Fuel Oil Depot (FOD) Site. The scope of work includes rock blasting and removal, soil excavation, stockpiling and management of petroleum hydrocarbon and metals contaminated soil, transport of the soil, off-site disposal of the soil at a provincially permitted landfill, and the restoration of the site. Handling and collection of impacted surface water may be required. Restoration includes placing imported clean fill to minimize slope instability and imported clean topsoil, and hydro seeding with a native grass mix. Mandatory Requirements : Project Manager: Minimum 10 years’ experience in the environmental/ remediation industry including 10 years’ experience in overall management (i.e. responsibility for project budget, allocation of technical personnel, adherence to project schedule) of ex-situ remediation projects similar to federal facilities and properties. Must have managed one (1) remediation project with a cost of $1,000,000 or greater in the last five (5) years. Cost means the purpose of the project and the majority of the cost must be directly attributable to contaminated sites remediation. Superintendent/Field Coordinator #1: Minimum 10 years’ experience in the environmental/remediation industry including 10 years of demonstrated experience in on-site supervision of contracted personnel, inspection and approval of remediation projects similar to federal facilities and properties. Superintendent/Field Coordinator #2: Minimum 10 years’ experience in the environmental industry including 5 years demonstrated experience in on-site supervision of contracted personnel, inspection and approval of drilling and controlled blasting. Machine Operator: Minimum 10 years’ experience operating heavy equipment. Mandatory Site Visit: A Mandatory Site Visit has been scheduled for January 11, 2018 at 11:00 a.m. Interested Bidders are to meet at the Canadian Forces Base (CFB) Esquimalt Colwood Main Security Gate off Wilfert Road, Victoria, B.C The site visit for this project is MANDATORY. The representative of the bidder will be required to sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected. Interested bidders are requested to provide their name(s) and company name(s) to the Contracting Authority, Donna Fung at donna.fung@pwgsc.gc.ca by 2:30pm on January 9, 2018, if you will be attending the site visit. Interested bidders should wear personal protective equipment (such as: high visibility vest and work boots) to the site visit.
