    SI11 COVID-19 Vaccination Requirement and Certification has been added:
    This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. All offerors must provide with their offer, the COVID-19 Vaccination Requirement Certification attached to this RFSO (Appendix 6), to be given further consideration in this procurement process. This Certification is incorporated into, and forms a binding part of any resulting Contract. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as part of the offer will render the offer non-responsive.
    
    Work Description:
    Public Works and Government Services Canada (PWGSC) is inviting Offerors to submit proposals for a Regional Individual Standing Offer (RISO). The purpose of the General Construction Standing Offer Agreement (SOA) is for construction services that include but are not limited to, installations, alterations and repair work, as and when required, at a variety of sites including, but not limited to office buildings, warehouses, storage facilities, detachments, garages, and private residences throughout the British Columbia for various federal government departments of Canada. The work will comprise of the supply of all labour, material, tools, equipment, transportation and supervision necessary to carry out repairs, alterations and additions.
    
    The Work performed under this Standing Offer will be for various locations in the province of British Columbia (BC). The geographic locations in British Columbia will be categorized into the following regions: 
    
    Zone #1 - Southwestern British Columbia
    Zone #1 boundaries: Areas of British Columbia South of latitude 52.00N and West of longitude 121.00W including Vancouver Island.
    Examples of communities/areas included within Zone #1 (not all inclusive): Lower Mainland including Greater Vancouver area and the Fraser Valley. Fraser Canyon north to Cache Creek and 100 Mile House. Squamish, Whistler, Pemberton, Sunshine Coast north to Powell River, Vancouver Island, Gulf Islands.
    
    Zone #2 - Southeastern British Columbia
    Zone #2 boundaries: Areas of British Columbia South of latitude 52.00N and East of longitude 121.00W.
    Examples of communities/areas included within Zone #2 (not all inclusive): Kamloops, Merritt, Kelowna, Princeton, Penticton, Osoyoos, Clearwater, Golden, Revelstoke, Castlegar, Trail, Creston, Cranbrook, Fernie.
    
    Zone #3 - Northern British Columbia
    Zone #3 boundaries: Areas of British Columbia North of latitude 52.00N including Haida Gwaii. 
    Examples of communities/areas included within Zone #3 (not all inclusive): Williams Lake north to Prince George, Valemount, Vanderhoof, Burns Lake, Houston, Smithers, Terrace, Prince Rupert, Dawson Creek, Fort Nelson, Fort St. John, Haida Gwaii.
    
    Offerors may submit offers for either one zone, two zones, or all three zones.
    
    THIS STANDING OFFER CONTAINS A SECURITY REQUIREMENT:
    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
    
    The Contractor/Offeror personnel requiring access to PROTECTED information, assets or site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
     
    Optional Bidders Conference:
    1. There will be an optional virtual bidders conference on April 21, 2022 at 1:00 p.m. (PDT). The MS Teams meeting platform will be the application used for the virtual meeting.
    
    2. Interested bidders are required to communicate with the Contracting Authority, Tian Lam by email address tian.lam@pwgsc-tpsgc.gc.ca no later than 24 hours prior to the bidders conference to confirm attendance. Bidders are required to provide by email to the Contracting Authority: the names, telephone and email address of the person(s) who will be attending. The details to the MS Teams meeting will be emailed to all the Bidders who have expressed interest in attending. A record of the attendance will be taken at the bidders conference.
    
    Delivery Date: 
    The period for placing call-ups against the Standing Offer shall be for one (1) year commencing from the start date identified on the Standing Offer with two (2) irrevocable options to extend the term of the Standing Offer for two (2) additional consecutive twelve (12) months periods.
    
    Estimated Value: 
    The total dollar value of all Standing Offers is estimated to be $6,037,500.00 (GST or HST included). Offerors should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed.
