Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Advance Procurement Notice Construction Program for Fiscal Year 21/22 Pacific Region - Alaska Highway Purpose of this Advance Procurement Notice This is not a bid solicitation. This APN is to notify industry of a potential upcoming opportunity for the provision of Paving Replacement & Miscellaneous Works from kms 325-355 and kms 520-555 of the Alaska Highway, BC . This APN is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein. Description of the Work This Project includes Paving Replacement and Miscellaneous Works at various sites from Km 325 to Km 355 and Km 520 to Km 554 on the Alaska Highway, BC. The program may include, but is not limited to Full Depth Reclamation, Crushed Base Gravel, Hot Mix Asphalt Concrete Pavement, Rumble Strips, Gravel Shouldering, Line Painting, Temporary Stockpile and Re-installation of Pre-cast Concrete Barriers and related works. This project will take place on the traditional territories of the Treaty 8 and Kaska Dena First Nations, specifically the Prophet River, Halfway River, Fort Nelson, Blueberry River and Daylu Dena First Nations. As part of Canada’s commitment to reconciliation with First Nations, this procurement requires bidders to include an Indigenous Benefits Plan (IBP) that provides economic benefits to the local First Nations on whose traditional territories the project is located through opportunities to provide goods, services, employment or sub-contracting. The bidder must provide specific planned benefits for the Indigenous People and Indigenous Firms of the above mentioned Nations throughout the duration of the project and the IBP must be a minimum of 10% of the total base work value. The work under the contract will generally comprise of the following, but will not limited to: Supply and maintain of all traffic control; Surveys; Full Depth Reclamation Design Verification Survey; Quality Management; Environmental protection, onsite environmental monitoring, and reporting; Milling and removal of asphalt for asphalt pavement placement and lap joints. Transport and placement of asphalt millings at access road / letdown locations; Completion of Full Depth Reclamation including the pulverization of existing Bituminous Surface Treatment (BST) and mixing with existing base gravels, importing Crushed Base Gravels, regrading and compacting; Supply of Asphalt Cement with antistrip additive and other additives (if necessary); Supply, manufacture, transport, and placement of Asphalt Prime, Asphalt Tack Coat, and Hot Mix Asphalt Concrete Pavement (including all aggregates); Supply, manufacture, hauling, and placement of aggregate materials for Gravel Shouldering, Crushed Base Gravel, and Asphalt Mix; Remove, temporary stockpile, and reuse precast concrete barriers; Transport, placement (using a purpose-built shouldering machine or other equipment as necessary to achieve grades), grading, and compaction of Gravel Shouldering; Installation of Rumble Strips and Pavement Markings; Remove and re-install existing Traffic Signs; Project Management; Tentative Schedule The Invitation to Tender is expected to be released in April 2021. It is anticipated that Construction will occur during the summer period with completion required in early October 2021. Value of Project This project is estimated to cost $20,000,001 to $40,000,000.
