    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday from 10:30 am to 2:30 pm (Pacific Daylight Time).

    Paving Replacement & Miscellaneous Works

    Various sites from Km 325 to Km 355 and Km 520 to Km 554, Alaska Highway, BC
    
    Work Description:
    Work to be performed under this Contract includes, but is not limited to the following:
    1- Supply and maintain of all traffic control
    2- Surveys
    3- Full Depth Reclamation Design Verification Survey
    4- Quality Management
    5- Environmental protection, onsite environmental monitoring, and reporting
    6- Milling and removal of asphalt for asphalt pavement placement and lap joints.  Transport and placement of asphalt millings at access road / letdown locations
    7- Completion of Full Depth Reclamation including the pulverization of existing Bituminous Surface Treatment (BST) and mixing with existing base gravels, importing Crushed Base Gravels, regrading and compacting
    8- Supply of Asphalt Cement with antistrip additive and other additives (if necessary)
    9- Supply, manufacture, transport, and placement of Asphalt Prime, Asphalt Tack Coat, and Hot Mix Asphalt Concrete Pavement (including all aggregates)
    10- Supply, manufacture, hauling, and placement of aggregate materials for Gravel Shouldering, Crushed Base Gravel, and Asphalt Mix
    11- Remove, temporary stockpile, and reuse precast concrete barriers
    12- Transport, placement (using a purpose-built shouldering machine or other equipment as necessary to achieve grades), grading, and compaction of Gravel Shouldering
    13- Installation of Rumble Strips and Pavement Markings
    14- Remove and re-install existing Traffic Signs
    15- Project Management

    Mandatory Requirements:
    The Government of Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples.  This project will take place on the traditional territories of the BC Treaty 8 First Nations and Kaska Dena Council, specifically the Prophet River First Nation, Halfway River First Nation, Fort Nelson First Nation, Blueberry River First Nations and Daylu Dena Council (herein jointly referred to as “Indigenous Peoples”). 
    
    As part of Canada’s commitment to reconciliation with Indigenous Peoples, this procurement requires bidders to include an Indigenous Participation Requirement (IPR) that provides the local Indigenous Peoples on whose traditional territories the project is located, opportunities to participate in the performance of the federal Work through the provision of goods, services, training, employment, apprenticeship or sub-contracting opportunities.  All bidders must provide specific planned participation for the Indigenous Peoples and firms owned by Indigenous Peoples throughout the duration of the project.
    
    Canada has worked successfully in the past to leverage capacity building for Indigenous Peoples and is pleased to continue working collaboratively with Indigenous communities and stakeholders on all federal projects.
    
    Delivery Date: 
    The Contractor must perform and achieve Substantial Completion by September 30, 2021 and Project Completion by October 07, 2021.
    
    Value of Project: 
    To assist with insurance and bonding requirements, this project is estimated to cost between $20,000,001.00 and $40,000,000.00.
