    Two Phase Selection Process:
    This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.

    Work Description:
    Public Services and Procurement Canada, on behalf of Department of National Defence, CFB Comox, has a requirement for site remediation. The project site is on the east side of the 1300 block of Military Row that comprises an outdoor museum display exhibiting decommissioned military aircraft referred to as the Heritage Airpark in Comox, BC.
    
    The area to be remediated is located in the footprint of one decommissioned aircraft, in the western part of the Heritage Airpark. The aircraft will be removed by the owner prior to the Work commencing and will be placed back over the Work Site by the owner following completion of the Work.
    
    Work will involve the excavation, removal and transport of contaminated soil located within the footprint of an aircraft that is displayed at the Heritage Airpark, and the removal and replacement of plane footings on which the aircraft’s wheels will be anchored following the completion of the Work.
    
    Contractor is responsible for protecting existing utilities, surveying for preconstruction condition, progress and final excavation limits, transportation of Contaminated Soil to facilities (contractor takes ownership of all material leaving site) and disposal of contaminated soil.
    
    Contractor is responsible to backfill and compact excavation areas to meet geotechnical requirements with clean imported material.
    
    The Heritage Airpark will remain open to visitors with delineation around the Work Site for the duration of the Work.
    
    Temporary access to the Project site is to be arranged by the Contractor through an existing perimeter chain link fence. Temporary fencing must be securely fastened to the permanent fence during the Work by the Contractor. The fence is to be repaired to pre-existing conditions following completion of the Work. 
    No weekend work permitted.
    
    Site Visit: 
    There is no site visit scheduled for this solicitation. There will be a virtual, mandatory bidders conference during Phase Two of the solicitation process. Time and date to be determined.
    
    Delivery Date: 
    Substantial Completion required no later than October 15, 2022. Final Completion including all final Submittals and as-built documents is no later than November 30, 2022.

    To assist with insurance and bonding requirements, this project is estimated to cost between $100,001 and $500,000.
