    BACKGROUND OF THE REQUEST FOR INFORMATION (RFI)
    The Canadian Coast Guard (CCG) is a Special Operating Agency within the Department of Fisheries and Oceans.  The mandate of the CCG is to provide aids to navigation systems; marine communications and traffic services; ice breaking and ice management services; channel maintenance; marine search and rescue; marine pollution response; and support of other government departments boards and agencies by providing ships, aircraft and other services.
    
    In 2016, the Government of Canada launched the Oceans Protection Plan (OPP) in an effort to protect our coasts and waterways.  Through OPP funding, it was decided that a new Search & Rescue (SAR) Facility would be built in the remote area of Hartley Bay, BC.  The Gitga’at First Nations community of Hartley Bay, BC is a remote village that is only accessible by boat or plane with a population of approximately 200 people.  It is located 145 kilometers south of Prince Rupert.  Currently, there is an emergency response program in Hartley Bay operated by the people of the Gitga’at First Nations. In November 2017, CCG and the Gitga’at First Nation entered into a Memorandum of Understanding (MOU) with three main objectives: to help improve maritime Search and Rescue, Environmental Response, Marine Communications and Traffic Services, and Waterways Management in the Pacific North Coast; to identify and deliver training to Gitga’at members; and to identify potential procurement and employment opportunities for Gitga’at members by and with the Coast Guard.  
    
    DESCRIPTION OF THE WORK 
    A contract has been awarded for some of the building components of the SAR facility in Hartley Bay.  This RFI relates to subsequent marine site work that is required, to begin in June 2020.  
    The site work will include:
    -Installation of 17x52m concrete float supporting a modular CCG SAR Station, moored by two 762mm steel piles.  Float is owner supplied and must be towed by contractor from Steveston, BC.
    -Installation of a 17x52m concrete breakwater float, moored by fourteen synthetic mooring lines. Float is owner supplied and must be towed by contractor from Steveston, BC.
    -Rehabilitation and replacement of a three High Density Polyethylene (HDPE) pipe breakwater
    -Supply and install a 20m aluminum gangway for access to SAR Station float
    
    PURPOSE OF THIS RFI
    The purpose of this RFI is to:
    -Gather information and interest in this planned project
    -Provide awareness of the planned project to the local Indigenous business community and industry 
    -Initiate an industry and community consultative process    
    -Determine Indigenous Business and industrial capacity of local First Nations

    COMMUNITY AND INDUSTRY ENGAGEMENT SESSION
    In order to facilitate this information-gathering exercise, a Community and Industry Engagement event is scheduled.  This event will provide contractors and the local First Nations the opportunity to meet and discuss partnering, sub-contracting, and skills development.
