Public Works and Government Services Canada (PWGSC) requires the services of an architectural firm, acting as the prime consultant with a multi-disciplinary team of sub-consultants qualified to provide services required for a functional program and Indigenous community engagement process for the Indigenous Services Canada (ISC) and Indian Oil and Gas Canada (IOGC) Office to be located on Tsuut’ina Nation in southern Alberta, as more fully described in the Terms of Reference (TOR).

IMPORTANT NOTICE TO BIDDERS:

CONDITIONAL RESERVED BIDDING UNDER THE PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS
This is an open competition however, this solicitation may be reserved among Indigenous Businesses if two conditions are met:

- bids from two (2) or more Indigenous Businesses are responsive with the mandatory requirements of this Request for Proposal, and 

- bids from two (2) or more Indigenous Businesses are, in the evaluation team’s opinion, not affiliated within the meaning used in the Competition Act, R.S.C., 1985, c. C-34.

Indigenous Businesses is here defined as an entity which has submitted with its bid a valid Appendix F - PSIB Certification.

If the above conditions are not met, the procurement will remain open for competition among all businesses.

This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as part of the bid will render the bid non-responsive.

This procurement contains mandatory requirements. Failure to comply may result in rejection of your bid.

Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid.
