    Public Works and Government Services Canada (PWGSC) is inviting
    civil engineering firms with a team of sub-consultants which
    will include specialists in structural, municipal and
    geotechnical engineering; and, topographic survey, cost planner
    and estimating specialists to submit proposals for Standing
    Offers for services to be performed on an "as and when
    requested" basis for a period of up to three years. 
    
    This procurement will be conducted via a single stage - single
    phase selection process. This Request for Standing Offer is for
    projects within the provinces of Alberta, Saskatchewan and
    Manitoba. Proponents shall be a Civil Engineer licensed or
    eligible to be licensed to practice in the province governing
    each zone, i.e. Alberta, Saskatchewan and Manitoba.
    
    PWGSC intends to authorize up to a maximum of Eighteen (18)
    Standing Offers; a maximum of three (3) for each of the six (6)
    geographic zones, each for a period of up to three (3) years
    from the date of issuance of the Standing Offers. PWGSC will
    award call-ups only when the specified services to be provided
    under the Standing Offer are needed.
    
    Geographic Zones and area boundaries are as follows and will be
    such each time they appear in this
    Request for Standing Offer (RFSO) described:
    Zone 1 - Northern Alberta covers the area  north of Red Deer, AB
    Zone 2 - Southern Alberta includes Red Deer, AB and the area to
    the south 
    Zone 3 - Northern Saskatchewan covers the area north of
    Davidson, SK, (excluding the city of Prince Albert)
    Zone 4 - Prince Albert, Saskatchewan (including the Federal
    Penitentiary and Prince Albert National Park)
    Zone 5 - Southern Saskatchewan covers the area of Davidson and
    south
    Zone 6 - Manitoba (covers the entire province)
    
    Firms must demonstrate that over at least the past three years
    they have participated in a range of design and construction
    projects requiring a full scope of services. In general, the
    firm and its personnel will be evaluated on the basis of their
    demonstrated understanding of the scope of  services; their
    approach and methodology to providing those services, as well as
    the price of the provision of services.
    
    This procurement contains mandatory requirements. Failure to
    comply may result in rejection of your bid.

    The Crown retains the right to negotiate with suppliers on any
