    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    HISTORICAL
    On July 6, 2013, a train carrying crude oil derailed in downtown Lac-Mégantic, Quebec, causing an explosion and fire that killed 47 people and destroyed most of the downtown area. Following the derailment, the city council introduced a resolution calling on the federal and provincial governments to require the Montreal, Maine and Atlantic Railway (MMA) (now Central Maine and Quebec Railway, or CMQR), which owned the railway at the time, to move its rail lines away from the city center.
    
    A feasibility study for a rail bypass project was co-funded by the federal and provincial governments. As a result of the analyzes, a 12.8 km rail bypass project was proposed.
    
    In May 2018, an agreement in principle was reached between the federal and provincial governments to jointly fund the construction of the railway bypass. An agreement in principle was also signed with CMQR stipulating that CMQR would become the project developer, owner and operator of the new railway infrastructure. The agreement in principle also states that CMQR will be responsible for the construction of the railway bypass and that the federal and provincial governments will be responsible for assuming all project costs.
    
    
    REQUIREMENTS
    Public Works and Government Services Canada, on behalf of Transport Canada, wishes to engage a firm or joint venture of consultants to provide the services of Crown Engineer for the Lac-Mégantic rail bypass project in order to assist in the defense of Canada’s interests and in the development and delivery of the project.
    
    Reporting exclusively to Canada, the Crown Engineer will be responsible for providing technical advice on project issues and third party issues, such as public utilities and other government agencies.
    
    Among the tasks of the Crown Engineer are the monitoring of project activities, the verification of the compliance and quality of the work of the Client Engineer and the impartiality of the work of the Independent Engineer (if applicable).
    
    The Crown Engineer's contract will cover the first phase of the project (Phase 1 - Planning and Design). The contract will also contain two contractual options allowing Canada to maintain the services of the Crown Engineer for Phase 2 (Construction and Commissioning of the Track) as well as for Phase 3 (Dismantling and Remediation of Sites).

    Please note the for a reason of conflict of interest (real or apparent), the same firm and its subcontractors will not be able to simultaneously assume the role of Crown Engineer, Client Engineer and Independent Engineer (if applicable).
