BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. NOTICES The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding and Repair Procurement Policy. PROJECT DESCRIPTION The requirement is: a) To carry out the ship repair work, including dry docking, regarding the Canadian Coast Guard Ship (C.C.G.S.) Pierre Radisson, in accordance with the Technical Specifications attached as Annex A and all related drawings. b) to carry out any approved unscheduled work not covered in paragraph a) above. Start: April 20, 2021, or as per ship availability. End: June 29, 2021, or 71 calendar days after Start of Work. BIDDERS’ CONFERENCE (OPTIONAL) A bidders' videoconference will be held on Thursday March 11, 2021, at 13:30. To receive the link to the videoconference : Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide to the Contracting Authority, by email to Gabriel.Piras@tpsgc-pwgsc.gc.ca, the name(s) of the person(s) who will be attending no later than on Wednesday March 10, 2021, at 13:30. Without confirmation, the bidders’ conference could be cancelled. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. VIEWING - VESSEL No site visit of the ship is planned for this requirement. TRADE AGREEMENTS The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair. FEDERAL CONTRACTORS PROGRAM (FPC) FOR EMPLOYMENT EQUITY The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. DEBRIEFINGS Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
