BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Bids must be submitted by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. PROJECT DESCRIPTION Request for Standing Offers to provide, on an as-needed basis, a repair service including the supply of spare parts on Volvo Penta Marine Recreational and Commercial Marine series engines and transmissions for all Fisheries and Oceans Canada - Canadian Coast Guard vessels, Central and Arctic Region, St. Lawrence and Great Lakes area. Services are required in Quebec and Ontario. Exceptionally, parts and services may be required in the Atlantic Region, but only for CCG vessels under the responsibility of Central Region. Work will be primarily performed at, but not limited to, the following Canadian Coast Guard Bases: - Sorel-Tracy, QC - Quebec, QC - Mont-Joli, QC - Burlington, ON - Parry Sound, ON - Amherstburg, ON Offerors may submit an offer for one or more base(s). Six Standing Offers may result from this Request for Standing Offer. The period for making call-ups against the Standing Offer is from the issuance of the Standing Offer to April 30, 2025, inclusively. The total cost to Canada resulting from call ups against the Standing Offers must not exceed the sum of the amounts below (Applicable Taxes excluded) unless otherwise authorized in writing by the Standing Offer Authority: CCG Bases Total $ / 3 years Sorel-Tracy, QC $ 75 000,00 Quebec, QC $ 120 000,00 Mont-Joli, QC $ 120 000,00 Burlington, ON $ 60 000,00 Parry Sound, ON $ 75 000,00 Amherstburg, ON $ 75 000,00 MANDATORY TECHNICAL CRITERIA - The Offeror must be an authorized representative of Volvo Penta. - The Offeror must be able to provide original parts for the commercial marine and recreational lines. - The Offeror must provide the services of one or more technicians certified and trained by the Volvo Penta original equipment manufacturer (OEM). TRADE AGREEMENTS The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair.
