    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    NOTICES
    The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding and Repair Procurement Policy. 
    
    PROJECT DESCRIPTION
    
    Requirement:
    a) To carry out the ship repair work, regarding the Canadian Coast Guard Ship (C.C.G.S.) Pierre Radisson, in accordance with the Technical Specifications attached as Annex A and all related drawings.
    
    b) to carry out any approved unscheduled work not covered in paragraph a) above.
    
    Location of work: The work must be carried out at the Contractor's premises. Due to a collision on the St-Lawrence River, the vessel is not able to navigate on the high seas and is limited to the St. Lawrence River area (not exceeding the Gaspé sector).

    Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide to the Contracting Authority, by email to joanne.godin2@tpsgc-pwgsc.gc.ca, the name(s) of the person(s) who will be attending no later than on February 21, 2022, at 15:00. Without confirmation, the bidders’ conference will be cancelled.
    
    The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
    
    Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.

    TRADE AGREEMENTS
    The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair.
