Canada is offering opportunities for all interested vendors of the MEOSAR Ground Segment Phase II to participate in visiting the prospective sites for antenna installation at Goose Bay, Newfoundland on October 13-14, 2016 and at Riverbend, Alberta on October 26-27, 2016.

    Medium Earth Orbit Search and Rescue Ground Segment Phase II Request For Information
    
    General
    
    The DepartmentofNational Defence is engaging suppliers for theMediumEarthOrbit Search and Rescue (MEOSAR) Project Ground Segment Phase II in orderto develop theStatement of Work,
    Specifications, and Evaluation Criteria, and obtain pricing information for the corresponding requirement including in-service support for thefirst 5 years.
    
    Background
    
    Canada is apioneer in satellite-aided search and rescue andhas played a leadership role in creating a global system based onsatellitebeacons. Canada, together withRussia, France and the United States has contributed totheCOSPAS-SARSAT (C/S) system.
    
    MEOSAR is the next generation satellite system which aims toreplace the current Low Earth Orbit (LEO) satellite system. It will provide additional coverage and amoreaccurate detection and location capability for the Searchand Rescue teams. As part ofthe Space Segment, Canada will provide 24MEOSAR repeaters to beintegrated into the United States Global Positioning System III.
    
    The Ground Segment consists of satellite ground terminals known in the C/S context as Local UserTerminals (LUTS), which track the MEOSAR satellites, and receive and process the transmissions of the distress radio beacons as relayed by those satellites.

    The Procurement Process
    
    The procurement process includes therelease of this Request for Information (RFI) followed by a Request for Proposal (RFP). Amendments will be posted under this Requisition Number once
    further information is availableincluding the draft statement of work, and evaluation plan and criteria.
    
    TheRFI willinclude an IndustryDays, One-on-One meetings and submission of the RFI responses. The schedule forthe above is as follows:
    
    Industry Day - November 12, 2015
    One-on-One meeting  in the afternoon and the days immediately after the industry day.
    Submission of the RFI Responses - Dec. 14, 2015 
    
    A summaryof thefeedback received from the RFI processwill be posted on buy and sell to enhance openness and fairness. Attendanceat the Industry Day is not required in order to
    submit a response to any follow-on RFP. 
    
    Following the review of the RFI responses, an amendmentto the RFI willposted to include a draft statement of work, specifications, and evaluation plan and criteria including value proposition and Industrial Technological Benefit (if applicable). This information will be posted for review onceavailable.
    
    The finalRFPis anticipatedtobe posted in Fall 2016.
