Telephone No. - (506) 639-0215 Fax No. - (506) 636-4376 Rehabilitation Services and Vocational Assistance Program Purpose Veterans Affairs Canada (VAC) and Public Works and Government Services Canada (PWGSC) are in the process of developing a Request For Proposal (RFP) document for the provision of rehabilitation and vocational assistance services. The purpose of this notice is to provide industry with an opportunity to view the draft RFP in its entirety and provide feedback on the content. This document includes a copy of the draft RFP complete with the Statement of Work, Basis of Payment and Contractor Selection Methodology. Requirement Veterans Affairs Canada (VAC) is mandated to deliver professional rehabilitation services to eligible Veterans, spouses/common-law partners and survivors. VAC requires the services of a Contractor to assist in the delivery of an innovative, nationally consistent, quality assured Rehabilitation and Vocational Assistance Program that is standardized and client focused. The Contracted Services for Rehabilitation and Vocational Assistance Services include the following activities: - conducting professional, standardized comprehensive Rehabilitation and Vocational Assistance assessments based on rehabilitation best practices; - developing leading edge, dynamic, client-centred Rehabilitation and Vocational Assistance plans; - providing direct Rehabilitation and Vocational Assistance service delivery leveraging a national network of professional Rehabilitation focused inter-disciplinary teams; - communicating and collaborating throughout the Participant’s Rehabilitation Program with VAC Decision Makers, monitoring progress, evaluating and adjusting the Rehabilitation Plan as required, measuring Participant outcomes and recommending plan closure; - administering, processing and paying Rehabilitation Program Participant claims, travel expenses, Vocational Assistance related expenses and training costs. - conducting rigorous performance measurement and quality management of all contracted services. The Work is to be performed for a total of six (6) years which includes: a one (1) year and six (6) month implementation period, a four (4) year full service period; and a six (6) month contract phase out period. There will also be an option to extend the period of the Contract by up to three (3) additional, two (2) year periods prior to the contract phase out period. Participation in or providing comments on this draft RFP is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this draft RFP. Similarly, participation in this draft RFP is not a condition or prerequisite for the participation in any potential subsequent solicitation. Respondents will not be reimbursed for any cost incurred by participating in this draft RFP. The draft RFP closing date is not the deadline for comments or input. Comments and input will be accepted any time up to the time when/if a follow-on solicitation is published.
