    TITLE
    
    Project management of Medical Countermeasures Consortium for DRDC
    
    DESCRIPTION
    
    DRDC requires on an "as and when requested" basis Project
    management services to be performed in support of the Medical
    Countermeasures Consortium:
    
    This requirement is for: 
    
    1 senior lead project manager
    2 senior support project managers
    1 junior support project manager
    
    Services are to be provided on an "as and when requested" basis
    in accordance with the Task 
    Authorization process detailed in Article 1.1, Part 7, of the
    Resulting Contract.
    
    The period of the Contract is for 3 years from the date of
    Contract award. The Contractor grants to Canada the irrevocable
    option to extend the term of the Contract by up two (2)
    additional one (1) year periods under the same conditions.
    
    There is a security requirement associated with this
    requirement.  For additional information, consult Part 6 -
    Security, Financial and Other Requirements, and Part 7 -

    Pursuant to section 01 of Standard Instructions 2003, a Consent
    to a Criminal Record Verification form, must be submitted with
    the bid, by the solicitation closing date, for each individual
    who is currently on the Bidder's Board of Directors.
    
    The requirement is limited to Canadian goods and/or services.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is subject to the provisions of the Controlled
    Goods Program.

    TECHNICAL EVALUATION CRITERIA
    
    Mandatory and point rated technical criteria are included in
    Attachment 2 of the bid solicitation.
    
    BASIS OF SELECTION -- HIGHEST COMBINED RATING OF TECHNICAL MERIT
    AND PRICE
    
    1.	To be declared responsive, a bid must:
    
    (a)	comply with all the requirements of the bid solicitation; 
    
    (b)	meet all mandatory technical and management evaluation
    criteria; 
    
    (c)	obtain the required minimum points for each criterion with a
    pass mark;
    
    
    Bids not meeting (a) or (b) or (c) will be declared
    non-responsive. Neither the responsive bid that receives the
    highest number of points nor the one that proposed the lowest
    price will necessarily be accepted. The responsive bid with the
    lowest evaluated price per point will be recommended for award
    of a contract. The evaluated price per point will be determined
    by dividing the evaluated price of the bid by the number of
    points obtained for the point rated technical and management
    evaluation criteria.
    
    In the event that two or more responsive bids have the same
    lowest evaluated price per point, the responsive bid with the
    lowest evaluated price will be recommended for award of a
    contract.
