    This solicitation amendment 001 is being issued to extend the
    solicitation closing date to May 15, 2013.
    
    SECURITY GUARD AND TRANSPORTATION SERVICES
    
    THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT
    
    Requirement:
    
     The Canada Border Services Agency (CBSA) in Ontario have a
    requirement for security guard services and transportation
    services as described below:
    
    1) To provide care, custody and control of persons detained
    under the Immigration and Refugee Protection Act (IRPA),
    hereafter referred to as detainees, at the Immigration Holding
    Centre (IHC) located at 385 Rexdale Boulevard, Toronto, Ontario.
    
    2) To provide care and custody of detainees at the Niagara
    Falls/Fort Erie satellite opertation, which includes the
    transportation of detainees and their personal effects. It may
    also include verification of departure from Canada.
    
    3) To provide the management and safe, secure transportation of
    detainees and their personal effects to and from the IHC and
    other locations as may be required.
    
    4) To provide escort for detainees through the process that
    culminates in their departure from Canada, typically from 
    Pearson International Airport.
    
    5) To perform other duties consistent with the security function
    that may be required by CBSA 
    
    The services described above must be provided on a 24 hour a
    day, 7 days a week basis, including all statutory holidays. It
    is anticipated that upwards of 169 guards will be required to
    meet the minimum requirement described in the Request for
    Proposal (RFP), however, the bidder will also be evaluated on
    their ability to provide more guards to meet occasional
    fluctutations in work. 
    
    Guards must be properly licensed to work in Ontario and due to
    occasional inter-provincial travel, guards must also be licensed
    to work in Quebec. Other Mandatory requirements are detailed in
    the RFP.
    
    The requirement will be for a 2 year period from July 1, 2013,
    to June 30, 2015 inclusive
    (estimated).  There is an option to extend the term of the
    Contract by up to 2 additional 3 month
    periods under the same conditions.
    
    Bidders' Conference
    
    A bidders' conference will be held at 385 Rexdale Blvd. Toronto,
    ON. M9W 1R9, on April 17, 2013.  The conference will begin at
    10:30 A.M.  The scope of the requirement outlined in the bid
    solicitation will be reviewed during the conference and
    questions will be answered. It is recommended that bidders who
    intend to submit a bid attend or send a representative.
    
    Bidders are requested to communicate with the Contracting
    Authority before the conference to confirm attendance. Bidders
    should provide, in writing, to the Contracting Authority, the
    names of the person(s) who will be attending and a list of
    issues they wish to table at least 1 working day before the
    scheduled conference.
    
    Any clarifications or changes to the bid solicitation resulting
    from the bidders' conference will be included as an amendment to
    the bid solicitation. Bidders who do not attend will not be
    precluded from submitting a bid.
    
    Mandatory Site Visit
    
    It is mandatory that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for site
    visit to be held on April 17, 2013 at 09:30 A.M at 385 Rexdale
    Blvd. Toronto, ON. M9W 1R9.  Bidders must communicate with the
    Contracting Authority no later than 1 day before the scheduled
    visit to confirm attendance and provide the names of the
    person(s) who will attend. Bidders will be required to sign an
    attendance form. Bidders should confirm in their bids that they
    have attended the site visit. Bidders who do not attend or send
    a representative will not be given an alternative appointment
    and their bids will be rejected as non-compliant. Any
    clarifications or changes to the bid solicitation resulting from
    the site visit will be included as an amendment to the bid
    solicitation.
    
    Security Requirement:
    
    1.	At the date of bid closing, the following conditions must be
    met:
    
    (a)	the Bidder must hold a valid organization security clearance
    as indicated in Part 7 - Resulting Contract Clauses;
    
    (b)	the Bidder's proposed individuals requiring access to
    classified or protected information, assets or sensitive work
    site(s) must meet the security requirement as indicated in Part
    7 - Resulting Contract Clauses;
    
    (c)	the Bidder must provide the name of all individuals who will
    require access to classified or protected information, assets or
    sensitive work sites;
    
    (d)	the Bidder's proposed location of work performance or
    document safeguarding must meet the security requirement as
    indicated in Part 7 - Resulting Contract Clauses;
    
    (e)	the Bidder must provide the address(es) of proposed
    location(s) of work performance or document safeguarding.
