    1. An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    2. Definition of requirement:
    For the upgrade of two (2) Automated Sentry Paintball Training System
    The Department of National Defence (DND) procured two Defender Sentry Units (DSU) Mark 1 in 2017 to improve small arms training. A portion of the small arms training uses a simulated ammunition such as paintball. The DSUs are set up for use at the annual Canadian Armed Forces Small Arms Concentration at Connaught Ranges and Primary Training Centre (CRPTC) for the simulated ammunition portion. These DSUs give trainees something to aim for other than the traditional paper targets. In addition these systems have a basic capability to fire back. 
    Scope of Work
    
    1. The current system requires human intervention to function and as it lacks reactive targets it cannot be disabled by the shooters. As a result the training is not as realistic as it could be. To address this issue and further improve the training DND require a system that must be able to independently target and engage moving or non-camouflaged stationary targets. The system must have a reactive target that when engaged effectively with simulated ammunition will fall when hit, turning off the automated sentry paintball training system. It has been determined that the most cost effective method is to upgrade the current systems from Mark 1 to Mark 4.
    
    2. In addition to upgrades to the systems, it was also realized that DND need improved operator and maintenance training in order to assemble, operate, troubleshoot and maintain the system. 
    
    3. In the event that it may be required DND would like to have at least a one year option available in case of future upgrades to the TRACKER application, the Rugged Computing Unit or the Defender Sentry Unit. Also in case of staff handover DND may require a second training session after the first year.  
    
    3.  Criteria for assessing the statement of capabilities (minimum essential requirements):
    
    1. The upgraded automated sentry paintball training system must have its own computing system. Specifications for the system are:
    
    a. operating suite; 
    
    b. must be able to be used as a node in a wireless network; and
    
    c. must come preloaded with the required tracking/engagement software.
    
    2. The upgraded tracking/engagement software TRACKER PRO must:
    
    a. have the ability to record and playback training scenarios; 
    
    b. have the ability to interface with optical and/or thermal camera; and
    
    c. have the ability to control multiple systems wirelessly from a remote operator station (operator computer to be provided by the customer).
    
    3. The upgraded system must have a reactive target that must:
    
    a. be capable of having a pre-determined number of hits before falling; 
    
    b. be integrated with the software to disable the paintball system when the target has fallen or when specific commands are programed into the system;  and
    
    c. work with commercially available (in Canada) disposable targets.
    
    4. The upgraded system hardware must be:
    
    a. weather resistant and capable of operating in temperatures between -10 and +33 degrees Celsius; 
    
    b. able to withstand the impact (approximate projectile energy at 3.5m - 3.6 joules) of simunition (in 5.56mm and 9mm formats);  and
    
    c. complete with kill switch on the system itself.  
    
    5. The upgraded system to come with paintball equipment with the following specifications: 
    
    a. paintball gun will run using compressed gasses (nitrogen); 
    
    b. paintball marker replacement parts must be commercially available in Canada; 
    
    c. paintball marker must have electronic trigger (with the ability to fire a minimum of 8 to 10 rounds per second; and
    
    d. paint ball marker must be able to fire single rate or rapid rate
    
    4.  Applicability of the trade agreement (s) to the procurement
    This procurement is subject to the following trade agreement (s):
    Canadian Free Trade Agreement (CFTA); and
    North American Free Trade Agreement (NAFTA).
    The procedural requirements of the other international trade agreements will be fulfilled following compliance to the procedural requirements of, CFTA, and NAFTA.
    
    5.  Set-aside under the Procurement Strategy for Aboriginal Business
    This procurement is not subject to any set-asides for Aboriginal Suppliers.
    
    6.  Comprehensive Land Claims Agreement (s)
    This procurement is not subject to a Comprehensive Land Claims Agreement.
    
    7.  Justification for the Pre-Identified Supplier
    Shaank is the only known supplier that can meet the requirement as stated in the minimum essential requirements.  The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
    
    8.  Government Contracts Regulations Exception(s)
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
    (d)  only one person is capable of performing the contract.
    
    9. Exclusions and/or Limited Tendering Reasons:
    The following exclusion(s) and/or limited tendering reasons are invoked under the: 
    Canadian Free Trade Agreement (CFTA) Article 513, section 1 (b)  
    North American Free Trade Agreement (NAFTA) Article 1016, section 2 (b) 
    
    10. Period of the proposed contract or the delivery date(s)
    The proposed contract is for a period of one year, with an option to extend for (1) additional year.
    All work must be completed by September 8th 2018
    
    11. Cost estimate of the proposed contract
    The estimated value of the contract, including option(s), is $38,872.00 (HSTI).
