    This is NOT a bid solicitation or an invitation to tender and no
    contract will result from this publication.  This Letter of
    Interest is for information purposes only and is being issued to
    alert the vendor community of the intended requirement as well
    as to invite interested vendor to attend the optional Industry
    Day to learn about this requirement. 
    
    Background Information:
    
    The Canada Border Services Agency (CBSA) in Toronto, Ontario has
    a requirement for a contractor to provide the secured
    accommodation, meals and housekeeping services for this
    Immigration Holding Centre (IHC). The services are required for
    a minimum of five years and three months, with options to extend
    for three one-year periods. 
    
    The facility must be located within the Greater Toronto Area,
    province of Ontario, within the area bounded by Derry Road to
    the north, Eglinton Avenue to the south, Tomken Road to the west
    and Martin Grove Road to the east. 
    
    The facility must be able to accommodate a minimum of 160 people
    at all times with the ability to accommodate up to an additional
    50 people if required. The contractor must provide meals for
    each occupant in the facility. 
    
    The facility must meet Federal, Provincial and Municipal fire
    regulations, and must comply with the Ontario Building Code,
    Ontario Fire Code, and the Ontario Fire Safety Act - Regulation
    223-84. The facility must also comply with Federal, Provincial
    and Municipal health, bylaws and standards as applicable. 
    
    Any facility proposed must be completed and ready for occupancy
    by the Occupancy Date as agreed to between the successful bidder
    and Canada, but the Occupancy Date must be no later than
    eighteen calendar months commencing from the Date of Contract
    Award. The facility configuration must be completed to the
    satisfaction of the CBSA Project Authority.
    
    The contractor must provide housekeeping service for the entire
    facility.  The contractor must maintain and repair the facility
    including the required contents of all rooms in the facility on
    an as-required basis within the required response time. 
    
    Architectural, mechanical and electrical specifications will
    only be released to vendors with the required security
    clearance. 
    
    Security Requirement for Canadian Supplier:
    
    1. 	The Contractor must, at all times during the performance of
    the Contract, hold a valid Designated Organization Screening
    (DOS), with approved: Document Safeguarding at the level of
    PROTECTED B, issued by the Canadian Industrial Security
    Directorate, Public Works and Government Services Canada.
    
    2. 	The Contractor personnel requiring access to PROTECTED
    information, assets or sensitive work site(s) must EACH hold a
    valid RELIABILITY STATUS, granted or approved by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC).
    
    Until the security screening of the Contractor personnel
    required by this Contract has been completed satisfactorily by
    the Canadian Industrial Security Directorate, Public Works and
    Government Services Canada, the Contractor personnel MAY NOT
    HAVE ACCESS to PROTECTED information or assets, and MAY NOT
    ENTER sites where such information or assets are kept, without
    an escort.
    
    3. 	Processing of PROTECTED materiel electronically at the
    Contractor's site is NOT permitted under this Contract/Standing
    Offer.
    
    4. 	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    5. 	The Contractor must comply with the provisions of the:
    
    	(a) 	Security Requirements Check List and security guide (if
    applicable); 
    	(b) 	Industrial Security Manual (Latest Edition).
    
    Optional Industry Day
    
    An Industry Day will be held at the Canada Border Services
    Agency, Entrance 92 at 6900 Airport Road, Mississauga, Ontario
    on March 18, 2014, and the event will begin at 10:00 A.M.
    Eastern Daylight Savings Time. Upon arrival at Entrance 92,
    attendees must go up the escalator to the second floor and wait
    in the lobby to be escorted to the meeting room. 
    
    The scope of the requirement and the security requirement will
    be reviewed during the Industry Day and questions will be
    answered.  It is recommended that interested suppliers, who have
    not obtained the necessary security clearance levels, attend the
    Industry Day to initiate the security clearance process. 
    
    Suppliers are requested to communicate with the Contracting
    Authority before the Industry Day to confirm attendance. 
    Suppliers should provide in writing, to the Contracting
    Authority, the names of the person(s) who will be attending and
    a list of issues they wish to table at least 2 business days
    before the scheduled conference. 
    
    Suppliers who do not attend will not be precluded from
    submitting a bid in response to any future solicitation for this
    requirement. 
    
    Canada will not be under any obligation to advise any respondent
    of this Letter of Interest of the issuance of any subsequent
    solicitation documents for this requirement, and it is the
    responsibility of all vendors to monitor the Buyandsell.gc.ca
    for the posting of any subsequent solicitation documents.
