    IMAGING HARDWARE (NMSO)
    
    This is a Request For Information to seek feedback from
    Manufacturers, Resellers, Industry Associations and other
    stakeholders on a DRAFT Request for Standing Offers (RFSO) which
    describes Canada's requirements which will lead to the
    establishment of multiple National Master Standing Offers
    (NMSOs) for the supply, configuration, delivery, installation
    and servicing of Imaging Hardware (excluding single or primary
    function facsimiles, document scanners and wide format imaging
    equipment for graphics and engineering applications) including
    accessories and supplies on an "as and when requested" basis to
    locations throughout Canada
    
    1.	INTRODUCTION 
    
    1.1	The Government of Canada (GoC) spends approximately $65
    million a year on network office printers, photocopiers and
    multifunction devices and related services and supplies.
    
    1.2	As a dedicated commodity cell, the Imaging Product
    Management Group (IPMG) has the responsibility for establishing
    consolidated purchasing instruments for the purchase and lease
    of imaging products for use by departments of the Government of
    Canada.
    
    1.3	The IPMG has established and currently manages the
    procurement tools for the acquisition of office printers and
    photocopiers by means of two separate National Master Standing
    Offers.  The current standing offer numbers are:
    
    EZ107-060001 -Purchase of Desktop and Network Printers including
    Accessories, Supplies and Services- 
    
    EZ107-070001 - Lease of Photocopiers and Multifunction Devices
    (MFDs)
    
    1.4	Over the past few years, industry and the departments of the
    GoC have been proactively moving towards taking a more
    comprehensive view of each organizations' print environment. Not
    only has the printing and copying hardware begun converging -
    into variations of the multifunction device - but there has been
    some convergence in the method of acquisition.  While
    historically in the GoC, printers were purchased and
    photocopiers leased, these fleets are merging and are being
    sourced in different ways.  It is in response to these trends
    and ongoing stakeholder feedback that the IPMG has drafted an
    RFSO for the procurement of Imaging Hardware in such a way that
    the two separate NMSOs are converged into a single vehicle.   
    
    2.	PURPOSE OF THIS RFI
    
    2.1	This Request for Information is a request for manufacturers,
    resellers, and other stakeholders, to provide the IPMG with
    feedback on the draft RFSO document for Imaging Hardware.  
    
    2.2	This RFI is issued for the purpose of:
    
    2.2.1	Obtaining feedback from stakeholders concerning the draft
    RFSO in its entirety.
    
    2.2.2	Alerting industry to possible future procurement actions
    for the supply and delivery of Imaging Hardware and the
    provision of associated services.
    
    
    2.3	The information gathered from this RFI will be used to:
    	
    	2.3.1	Obtain a better understanding of Industry's ability to
    provide the proposed goods and 			services in accordance with
    the RFSO as it is drafted
    	2.3.2	Obtain an understanding of the potential challenges and
    impacts that the currently drafted 		RFSO may present.
    
    2.4	It is not incumbent on Canada to select any of the solutions
    identified in any response. Canada shall not be liable under any
    circumstances to any supplier who has prepared a response to
    this RFI.
    
    
    3.	NATURE OF REQUEST FOR INFORMATION
    
    3.1	This document is a Request For Information as opposed to a
    Request For Proposal. This is not a bid solicitation. This RFI
    and the DRAFT RFSO document and any responses received hereto in
    no way constitute a commitment or obligation on the part of
    Canada to enter into Contract(s) with one or more parties to
    provide the services described herein.  This RFI will not result
    either in the creation of a procurement source list, although
    Respondents are requested to indicate, either by way of their
    response to this RFI, or by contacting the IPMG at anytime,
    whether they are interested in further correspondence and in any
    consultation that may evolve related to future imaging
    procurement instruments. (e.g review of draft RFSO,
    specifications etc.)  Any potential supplier responding, or not
    responding, to this RFI will not be precluded from participating
    in any future consultation or procurement. This RFI is simply
    intended to solicit feedback from industry with respect to the
    matters described in this RFI.

    5.	RESPONSE COSTS
    
    5.1	Canada will not reimburse any respondent for expenses
    incurred in responding to this RFI.
    
    
    6. 	TREATMENT OF RESPONSES
    
    6.1	Use of Responses: Respondents are reminded that this is a
    Request for Information and not a Request for Proposal.
    Responses will not be evaluated. However, the responses received
    may be used by Canada to modify procurement strategies or any
    draft documents. Canada will review all responses received as a
    result of this RFI. 
    
    6.2	Review Team: A review team composed of representatives of
    PWGSC will review the responses on behalf of Canada. Canada
    reserves the right to hire any independent consultant, or use
    any Government resources to review the responses.
    
    6.3	Confidentiality: The IPMG is seeking open, comprehensive and
    detailed responses from Respondents to this RFI.  In an effort
    to encourage Respondents to be as forthcoming as possible, it is
    understood and agreed that Canada shall, during and after the
    period of the RFI, treat as confidential and not divulge, unless
    authorized in writing by the Respondent or required under the
    Access to Information Act, any information obtained from the
    Respondent that has been identified by Respondents as
    "confidential" or "proprietary" within their written response to
    this RFI. 
    
    6.4	Canada may, at its discretion, contact any Respondents to
    follow up with additional questions or for clarification of any
    aspect of a response. 
    
    7.	FORMAT OF RESPONSES
    
    7.1	Copies of Response: Respondents are requested to send
    printed copies of responses to this Request for Information to
    the address indicated at section 9 on or before the specified
    closing date and time.
    
    7.2	Electronic e-mailed responses may be sent to the e-mail
    address indicated at section  9 on or before the specified
    closing date and time.
    
    7.3	The format of the response is completely at the discretion
    of the Respondent.
