Description
Trade Agreement: CETA/WTO-AGP/CPTPP/CFTA/FTAs with Peru/Colombia/Panama/Korea/UK Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Thermal Receipt Printers G9292-216698/C Leboeuf, Thomas Telephone No. - (604) 671-2613 ( ) This bid solicitation cancels and supersedes previous bid solicitation number G9292-216698/A dated 2021-02-26 with a closing of 2021-03-15 at 14:00 Pacific Daylight Time (PDT). A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation. Employment and Social Development Canada (ESDC) has a requirement for thermal receipt printers on an as and when requested basis. The purpose of this Request for Standing Offer (RFSO) is to establish up to two Standing Offers (SO) for the delivery of thermal receipt printers to multiple destinations across Canada which are identified in Annex E - Delivery Locations over an initial period of three years from SO issue date with an option to extend for one additional year. ESDC has an initial requirement of 258 printers which must be delivered on or before May 17th, 2021 which may be found in the Request for Proposals G9292-216698/B. ESDC estimates an additional 1680 units over the duration of the Standing Offer Period for any printer that meets the mandatory specifications on an as and when requested basis. Actual usage may vary. This is a standardization exercise, as ESDC would like to decrease their technical and administrative overhead by contracting with one Offeror only for thermal receipt printers for a minimum of the next three years. Printer purchased through the resulting standing offers may be restricted to the highest ranking offeror. However, up to two Standing Offers may be issued under this RFSO, one to the Offeror who lowest responsive offer which meets our mandatory specifications and passes the testing requirements identified in Annex A - Requirement which will be used for the standardization exercise, and one to an Offeror who offers the second lowest responsive offer to be used if the highest ranked offeror is unable to provide the required printers as per the issued call-up. For more information please refer to clause 4.2 Basis of selection of this RFSO. Individual SO's will be awarded as soon as compatibility testing has been completed and therefore, there may be staggered issue dates. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canadian-European Union Comprehensive Economic and Trade Agreement (CETA), the Canada-UK Trade Continuity Agreement (Canada-UK TCA), the World-Trade Organization-Agreement on Government Procurement (WTO-GPA) and the Bilateral Free Trade Agreements with Canada-Chile, Canada-Columbia, Canada-Honduras, Canada-Korea, Canada-Panama, Canada-Peru and Canada-Ukraine.
