    The Department of National Defence has a requirement for janitorial cleaning services at CFB Esquimalt, Western Areas. The requirement is for a 3-year Contract with an option to extend for 2 additional 1-year option periods. The Contractor must supply all labour, supervision, materials, equipment, and transportation required to accomplish the janitorial cleaning services identified in this document.
    
    At bid closing, the Proponent must hold a valid Security Clearance. Failure to comply with this requirement will render the Proposal non-compliant and no further consideration will be given to the Bid.
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at CFB Esquimalt on February 2, 2021. The site visit will begin at 09:00 am, PST, at the Naden Main Gate. Bidders must communicate with the Contracting Authority no later than January 26, 2021 to confirm attendance and provide the name and contact information of the person who will attend. Confirmations of attendance received after this time will not be honoured. Only one representative per company is permitted to attend. Bidders who do not confirm attendance and who do not provide the name and contact information of the person who will attend as required will not be allowed access to the site. Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid.
    
    A bidders' conference will be held virtually on January 28, 2021. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance and obtain further details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending no later than January 25, 2021.
    
    Only bids submitted using epost Connect service will be accepted. The Bidder must send an email requesting to open an epost Connect conversation to the following address: TPSGC.RPReceptiondessoumissions-PRBidReceiving.PWGSC@tpsgc-pwgsc.gc.ca
    Note: Bids will not be accepted if emailed directly to this email address. This email address is to be used to open an epost Connect conversation, as detailed in Standard Instructions 2003, or to send bids through an epost Connect message if the bidder is using its own licensing agreement for epost Connect.
    It is the Bidder’s responsibility to ensure the request for opening an epost Connect conversation is sent to the email address above at least six days before the solicitation closing date.
