    Summary:
    
    The Canadian Coast Guard’s (CCG) requires Heavy Lift Helicopter Services to support the installation by CCG of Marine Communications and Traffic Services (MCTS) equipment on the BC Coast in accordance with the requirement detailed herein.
    
    The period of the Contract is from date of Contract to December 31, 2021 inclusive with the option to extend the contract by up to one (1) additional year under the same conditions.  
    
    All of the Work to be performed under the Contract will be on an "as and when requested basis" under Task-Authorization (TA). An obligation for any Work will come into force only when a Task Authorization (TA) is approved and issued in accordance with the Task Authorization Process detailed herein.
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria and financial evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated total bid price will be recommended for award of a contract. Canada intends to issue only one (1) contract award.
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement CFTA).
    
    The requirement is subject to a preference for Canadian goods and/or services.
    
    This bid solicitation is to establish a contract with task authorizations (TA) for the delivery of the requirement detailed in the bid solicitation, to the Identified Users, including areas which may be subject to the following Comprehensive Land Claims Agreements (CLCAs):
    - Nisga’a Final Agreement 
    - Maa-nulth First Nations Final Agreement 
    - Tsawwassen First Nation Final Agreement
    - Tla’amin Final Agreement  
    
    The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
