    Transport Canada has a requirement for the provision of
    Emergency Response Services (ERS) in compliance with the
    Canadian Aviation Regulations ( CARs) at the Wabush Airport
    located in Wabush, Labrador.  These services must be in place by
    February 8, 2014.
    
    Definition of the requirement:
    
    Transport Canada has a requirement to implement on-site ERS at
    the Wabush Airport.  The principal objective in providing an
    aircraft fire-fighting service is to save lives in the event of
    an aircraft emergency on the airport or aerodrome. In this
    context, an aircraft fire-fighting service is a contingent
    resource tasked with the primary responsibility of providing a
    fire free egress route for the evacuation of passengers and crew
    following an aircraft accident. This objective is not intended
    to limit the ERS provider from undertaking services in addition
    to that of aircraft fire-fighting at the Wabush airport, nor to
    prevent it from dealing with other occurrences. The provision of
    comprehensive ERS at the Wabush Airport shall include:
    
    (a)	Respond to aircraft accidents/incidents within the Wabush
    Airport boundary, including standby as a precaution.
    (b)	ERS response time shall be as specified in the CARs, but in
    all cases as expeditiously as possible.
    (c)	suppressing fires external to aircraft cabins such as brake
    and power plant fires;
    (d)	minimizing the potentially hazardous effects of fuel oil
    spills in the vicinity of aircraft;
    (e)	suppressing fires as a result of an aircraft crash within
    the Wabush Airport boundaries;
    (f)	providing a fire-free escape route for safe evacuation or
    rescue of passengers and crew;
    (g)	participating in emergency aircraft evacuation assistance of
    flight crew and passengers. 
    (h)	responding when directed by the Minister to aircraft
    incidents/accidents occurring outside the Wabush Airport
    boundaries;
    (i)	preserving property by containing or extinguishing, where
    practical, any fire resulting from an aircraft accident/incident;
    (j)	preventing, controlling or extinguishing fire involving or
    adjacent to aircraft, for the purpose of providing fuselage
    integrity and an escape route for its occupants.
    
    
    Minimum Essential Requirements: 
    
    1.  Contractor must possess a minimum of five (5) years
    experience providing fire fighting services. 
    
    2.  Contractor must possess a minimum of one (1) year recent
    experience (within the past two years) providing ERS coverage in
    an airport environment.
    
    3.  The contractor must operate an existing fire department or
    enterprise involved with the provision of ERS with an
    operational framework and professional capability to provide
    trained personnel, with appropriate equipment and implement
    standard operating procedures in accordance with airport fire
    fighting regulatory requirements and standards pursuant to the
    CARs by Feb 8, 2014.

    Period of the proposed contract:
    
    The proposed contract is for a period of five (5) years
    effective from date of award to February 7, 2019 with options to
    renew for five, separate and additional one year periods at
    February 8, 2019, 2020, 2021, 2022, 2023.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
