    MANAGEMENT CAPABILITY TRANSFORMATION (MPMCT) PROJECT 
    
    
    LETTER OF INTEREST 
    
    SUBJECT - On behalf of its client the Department of National
    Defence (DND), Public Works and Government Services Canada
    (PWGSC) has a requirement for the provision of Solutions
    Integrator (SI) services to support the development and
    implementation of a modern, flexible and integrated Military
    Personnel Management (MPM) capability, encompassing Human
    Resources (HR) and Payroll for the Canadian Armed Forces (CAF)
    as further described in this LOI.
    
    BACKGROUND - The SI requirement is one of several requirements
    which fall under the realm of DND's Military Personnel
    Management Capability Transformation (MPMCT) Project. 
    An initial Letter of Interest (LOI # W8474-11MP01/A) was
    published in September 2010 to notify industry of Canada's
    intentions with respect to the MPMCT Project requirements and to
    seek industry feedback. The following subsequent LOI's have also
    been published to update industry on the ongoing MPMCT Project
    status and its evolving procurement approach:
    
    W8474-11MPO1/B published 2012-03-15;
    W8474-11MP01/C published 2012-06-18;
    W8474-11MP01/D published 2012-10-29;
    W8474-11MP01/E published 2013-01-15; and
     W8474-11MP01/F, published 2013-05-10.

    the SI Contracting Authority directly.
    
    PURPOSE OF THIS LOI 
    
    The main objectives of this LOI are described below:
    
    A) To notify industry of Canada's intentions with respect to the
    MPMCT Project SI  requirement and seek out input and feedback
    from industry regarding these intentions and the development of
    the bid solicitation document. 
    
    B) To provide industry an opportunity to:
    
    assess and comment on the adequacy and clarity of the draft SI
    Statement of Work and other draft technical documents as
    currently articulated;
    
    comment on the contemplated SI requirement procurement strategy
    and fee structure and whether it is feasible for industry to
    propose an accurate, comprehensive solution at reasonable cost,
    in response to any resulting SI Request For Proposal (RFP) and
    if not, make suggestions for improvements; 
    
    suggest potential alternative solutions that would meet the
    MPMCT SI requirement; and
    
    identify any issues, concerns or recommendations regarding the
    SI requirement and associated procurement approach..
    
    
    POTENTIAL REQUIREMENT - The DND MPMCT Project has been
    established to manage the development and delivery of a new MPM
    capability which involves developing a modern regulatory and
    policy framework, transforming MPM business processes and
    implementing a modern, integrated Information Management system
    based on the Commercial Off-The-Shelf Enterprise Resource
    Planning (ERP) software, Oracle PeopleSoft.  The new MPM
    capability is to be called "Guardian".
    
    An Integrated Project Team (IPT) concept has been established as
    part of the MPMCT Project delivery concept. An IPT is a cohesive
    integrated team comprised of Canada and industry professionals
    that delivers business benefits through business transformation
    and IM/IT solutions. The MPMCT IPT is composed of DND/CAF and
    contractor organizations brought together into a single project
    team structure led by the DND MPMCT Project Manager. 
    
    To support the MPMCT IPT, the professional services will be
    required from multiple third party contractors, one of which
    will be the MPMCT SI contractor.  
    
    Through a contemplated bid solicitation, PWGSC and DND will seek
    to select an MPMCT SI contractor to provide professional
    services required to support the development and implementation
    of various aspects of Guardian (as further described in the
    LOI), including, but not limited to, Enterprise Resource
    Planning (ERP) application development and integration, business
    process transformation, information integration and data
    migration.
    
    POST SUBMISSION REVIEW MEETINGS - Representatives from PWGSC and
    DND will make themselves available to respondents to this LOI
    for individual Post-Submission Review Meetings to be held at a
    location in the National Capital Region.  The intent of these
    meetings will be to provide an opportunity for a face-to-face
    discussion between DND, the Contracting Authority and the
    respondent concerning feedback and suggestions pursuant to their
    response to this LOI and other topics pertinent to the
    development of the contemplated bid solicitation. The
    Post-Submission Review Meetings will be closed meetings between
    Canada and each Respondent (and its team members). Scheduling
    will be determined by PWGSC.
    
    FAIRNESS MONITOR - Please also note that Canada has retained the
    services of an independent third party Fairness Monitor (PPI
    Consulting Limited - Mr. Howard Grant) for the MPMCT SI
    requirement. For the purpose of carrying out its Fairness
    Monitor related obligations, the Fairness Monitor will be
    granted access to industry responses and related correspondence
    received by Canada pursuant to this LOI (and any subsequent RFI
    and any resulting RFP) and may act as an observer at any
    follow-up meetings.
    
    This is not a bid solicitation. A contract will not result from
    this activity. This RFI will not necessarily result in any
    procurement action and potential contractors are not to earmark
    stock or facilities relative to the work described herein..
    
    
    This PWGSC office provides procurement services to the public in
    both official languages.
