ALL REFERENCES TO "LETTER OF INTEREST (LOI)" OR "REQUEST FOR INFORMATION (RFI)" IN THIS NOTICE OF PROPOSED PROCUREMENT (NPP) ARE REPLACED WITH "INVITATION TO QUALIFY (ITQ)". Notice of Proposed Procurement (NPP) Military Personnel Management Capability Transformation (MPMCT) Project Systems Integrator (SI) Purpose: The purpose of this Invitation to Qualify (ITQ) is to inviteall suppliers capable of meeting the requirements of this ITQ to submit responses to the Department of Public Works and Government Services (PWGSC) for evaluation in an attempt to become an ITQ Responsive Supplier underthe MPMCT SI Requirement. This ITQ is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is intended only to pre-qualify suppliers for participation in a Review and Refine Requirements (RRR) phase and an RFP phase. No Contract will result from this ITQ. Together, this ITQ, the planned RRR phase, and the bid solicitation (RFP) form the MPMCT SI procurement process. Given that this ITQ or the subsequent bid solicitation may be cancelled by Canada at any time in accordance with the applicable terms, it may not result in the subsequent procurement process described in the ITQ document. Summary: The Department of National Defence (DND) has established the MPMCT Project to manage the development and delivery of anew Military Personnel Management(MPM) capability encompassing Human Resources (HR) and Payroll for the Canadian Armed Forces (CAF). The MPM capability involves developing a modern regulatory and policy framework, transforming MPM business processes andupgrading and acquiring modern, integrated Information Management and Information Technology (IM/IT) enablers based on the Commercial Off-The-ShelfEnterprise Resource Planning (ERP) software, Oracle PeopleSoft. The new MPM capability is to be called Guardian. The DND has a requirement under the MPMCT Project for Systems Integration professional services to support the development and implementation of Guardian in the areas of: application development and integration; business process re-engineering; information integration and data migration; and application and data security. The anticipated length of any resulting MPMCT SI Contract is currently fifty-seven (57) months from the date of Contract award and will include three (3) additional twenty four(24) month option periodsfor in-service support. Review and Refine Requirements (RRR) Overview: Suppliers who do not successfully qualify at the ITQ phase will not be able to participate in subsequent phases of the solicitation process. Only ITQResponsive Suppliers, and individuals participating in the RRR phase on behalf of the ITQ Responsive Suppliers, will be permitted to participate in the RRR phase and receive draft RFP documents associated with the RRR phase. It is anticipated that the ITQ Responsive Suppliers participating in the RRR process will be engaged to review preliminary RFP documents, provide feedback electronically,as well as attend group workshops and one-on-one meetings, to discuss the requirement and specific issues relating to and the content of thepreliminary RFP documents. Canada will finalize the RFP following the RRR process. ITQ Responsive Suppliers may choose not to bid on the RFP subsequent to the RRR phase. Anticipated Request for Proposal (RFP): Canadaanticipates releasing an RFP directly to, and only to, the ITQ Responsive Suppliers who remain responsive at the time the RFP is released.
