    1. Summary

Over the years, Employment and Social Development Canada (ESDC)/Service Canada has been implementing investments in automation and service improvement initiatives for Employment Insurance (EI), Canada Pension Plan (CPP) and Old Age Security (OAS) which have focused on improving efficiencies.

The Benefits Delivery Modernization (BDM) program was created in order to continue to support a demanding and dynamic business environment and future service delivery expectations. The scope of BDM includes service delivery process improvements and enabling technology renewal.

Canada is seeking information on current marketplace capabilities and industry interest to work collaboratively with ESDC to support the modernization of future business operations.

This Letter of Interest (LOI) is to initiate engagement with industry and seek interest from potential suppliers to participatein an information session (Industry Day) and subsequent one-on-one supplier consultations. The content of this LOI is intended to provide industry with context and details pertaining to the BDM requirement.

    2. Industry Day and One-on-One Consultations

The Registration Process for Industry Day and One-on-One Consultations is now over.

Suppliers who are interested in viewing all official solicitation amendments and reference documents for this LOI are requested to submit to the PSPC Contracting Authority identified herein in section 6, a signed copy of LOI Annex D - Non-Disclosure Agreement (NDA). The NDA must be signed by an authorized representative of the registered supplier on its own behalf and on behalf of all their registred supplier representatives participating in the early engagement processes, as applicable.

    3. Industry Day and One-on-One Consultations Schedule

The Industry Day and One-on-One Consultations were held in May and June of 2018. No further one-on-one consultations are currently planned in relation to this LOI.

    4. Note to Interested Suppliers

This is not a bid solicitation and a contract will not result from this request.

    5. Enquiries

On behalf of ESDC, the Public Services and Procurement Canada (PSPC) employee indicated below has been designated as the Contracting Authority for BDM. To ensure the integrity of the procurement process all enquiries regarding the BDM procurement must only be directed to the Contracting Authority.

As this Notice is not a bid solicitation Canada will not necessarily respond to enquiries in writing and may not circulate questions/answers to industry.
