Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Subsequent/Follow-on Contracts Comprehensive Land Claim Agreement: No Nature of Requirements: Canada intends to post several draft documents in the coming weeks that will form the basis of an Invitation to Qualify (ITQ), which is expected be published on buyandsell.gc.ca later this fall. By providing these documents as they become available, Canada hopes to obtain early industry feedback to refine these documents. Canada intends to publish the integral draft ITQ for only a short period of time before publishing the final ITQ. The ITQ process will fulfill Employment and Social Development Canada’s (ESDC) needs under the Benefits Delivery Modernization (BDM) program to pre-qualify a limited number of suppliers under two streams: I. System Integrators II. Core Technology Vendors These pre-qualified suppliers will form part of a group that will advise and co-develop requirements for the acquisition of core and ancillary technologies. These technologies will later be used for prototyping and may form part of the final BDM solution. It is anticipated that only pre-qualified suppliers will be invited to participate in follow-on procurement phases with the exception of ancillary technologies which may be procured competitively, later in the process. When the ITQ process is launched, Canada does not plan to entertain extension(s) to the bidding period given the lengthy consultation process described above unless there are compelling reasons to do so. Notes: 1. System Integrators: suppliers that specialize in bringing together component subsystems into a whole and ensuring that those subsystems function together. 2. Core Technology Vendors: suppliers providing software capabilities to process the benefit intake to payment cycle, including Customer Relationship Management, Benefit Case Management, Workflow Management and Business Rules Management. 3. Ancillary technologies are defined as software capabilities to support and complement the Core Technology. Examples include various types of Analytics, Correspondence, Identity, Credential and Access Management, interoperability etc whether supplied as Government Furnished Equipment, other procurement activity or procured through BDM managed arrangements Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
