    SUBJECT - Information on the follow-up engagement activities relating to the Department of National Defense (DND), the Royal Canadian Mounted Police (RCMP), and Veterans Affairs Canada (Veterans Affairs Canada) requirement for Health Care Providers (HCPs)
    
    POTENTIAL REQUIREMENT - Multiple federal departments and agencies, including the Department of National Defence (DND), the Royal Canadian Mounted Police (RCMP) and Veterans Affairs Canada (VAC), require on an "as-and-when-requested" basis the services of a Contractor to provide and manage Health Care Providers (HCPs) needed to supplement their workforces in delivering health care and health care support services to members, cadets, Veterans and applicants at various centres across Canada.
    
    The requirement specific to each department mentioned above will be identified in the resulting contract, but if required, the Contracting Authority can add additional clients, which may include any Government Department, Departmental Corporation or Agency, or other Canada entity described in the Financial Administration Act (as amended from time to time), and any other party Public Works and Government Services Canada (PWGSC) has been authorized to act for from time to time under section 16 of the Department of Public Works and Government Act.
    
    The resulting contract will also include an option to acquire the Services for additional locations in any Canadian region or territory.
    
    The term of the resulting contract will be for a period of five years with an option to extend the Contract by additional periods totalizing a maximum of seven years.  
    
    REQUEST FOR INFORMATION (RFI) PROCESS - An RFI document was posted on Buyandsell.gc.ca between October 10, 2013 and November 6, 2013 to inform potential Bidders of a DND requirement for HCPs and to obtain Industry input and feedback regarding the draft requirement definition and constraints pertaining to this requirement.
    
    One-on-One Industry Meetings:
    Following the RFI, Canada met with Industry participants individually between November 25 and December 4, 2013 to listen to their concerns, recommendations and solutions. Canada will analyze and summarize Industry input for further use during the Bid solicitation development phase or to identify topics that still need to be discussed at other consultation sessions, if required. 
    
    
    Working Group / Individual Meetings:
    Following the one-on-one meetings, Industry participants were invited to attend a working group meeting, held on June 4, 2014.  The working group meeting was comprised of representatives from Industry, DND, RCMP, and PWGSC to discuss specific issues, potential solutions, and recommendations related to the description of HCP tasks and the corresponding qualifications.  Canada's aim of meeting with Industry participants was to analyze and summarize Industry's input for further use during the Bid Solicitation development phase or to identify topics that still need to be discussed at other consultation sessions, if required.
    
    Following the working group meeting, and any subsequent engagement sessions, if required, Canada will document all industry issues, positions and actions. Industry input will be used for the development of the Bid Solicitation.  Prior to the official Bid Solicitation being published on https://buyandsell.gc.ca/, a draft Bid Solicitation will be made available for final review only to those participants who have signed and complied with the Rules of Engagement.   
    
    Third Party Consultation:
    Third parties, such asIndustry associations, may also be consulted on an "as-and-when-required" basis to discuss industry issues and recommendations on industry standard practices.
    
    FOLLOW-UP ACTIVITIES - In addition to the activities detailed above, Canada may, at its discretion, set up further consultation sessions with Industry to either follow up with additional questions, or to obtain clarification on any aspect of the input provided. 
    
    Industry members interested in participating in the rest of the industry engagement process, including any subsequent engagement sessions, and a review of the final draft Bid Solicitation, must sign and agree to the Industry Engagement Rules of Engagement and Dispute Resolution Process.
