Trade Agreement: NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: INTELLIXIR 46, rue des tanneurs France 04100 Nature of Requirements: WEB-BASED SCIENTIFIC AND TECHNICAL INFORMATION ANALYTICAL PLATFORM An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. DEFINITION OF THE REQUIREMENT National Research Council Canada (NRC) requires a Web-based Scientific and Technical Information Analytical Platform for performing analysis on scientific and technical information to discover trends and innovation related activities. Canada intends to enter into a sole source contract with INTELLIXIR for the purpose of procuring the Platform, including associating maintenance and support service. The projected access to major analytical functionality segments would be granted to about 30 persons working as scientific and technical intelligence analysts. The results of their work may potentially be distributed to about 500 persons who would use the system in a collaborative mode to explore data and for reporting purposes such as summaries, reports, analysis results, dashboards etc. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 1. General System Requirements a. The system must be web based; b. The system must support client, user, and administrator access through Internet Explorer and Firefox web browsers; c. All system interfaces, command and help files must support English and French languages; d. The system must allows for NRC branding of both client and staff/administrative interfaces. 2. Accounts Creation The system must support: a. the creation of administrator, user, and client account types; b. the grouping of users into teams; c. assignment of system access privileges to account types; d. account creation as required to internal and to external clients of NRC, depending on service projects. 3. Data and metadata manipulation a. Available bibliographic data import filters must cover Science and Technology (S&T) sources from major publishers; The system must: b. have capacity to provide bibliographic data import filters as required; c. support imports of generic, user-created tagged TSV files; d. have capacity to fuse files once imported or through importation means; e. have capacity to deduplicate and delete records (singles and in batches); f. provide tools specially developed to support data cleaning and disambiguation of affiliation and author type fields; g. provide the creation and import of thesauri for reusability and editing; h. provide enable and facilitate variation reduction of terms and subjects; i. provide custom fields creation and records annotation; j. allow user-defined ranking of records and information in the system; k. provide advanced searching capabilities as well as sorting by fields; l. facilitate creation and management of data fields grouping through specialized interface; m. support creation of data subsets based on search parameters; n. support cloning of databases and sub-databases with retention of processing. 4. Client Interface The system must: a. support client access to all interaction channels from a single web page; b. offer multiple interfaces according to user expertise and roles; c. provide online help files. 5. User Interface The system must: a. offer capabilities to export images in various formats; b. offer capabilities to export database files in spreadsheet format; c. offer capabilities to export user generated reports in MS Word, PowerPoint, and Excel formats; d. allow users to set individual preferences. 6. Administrator Interface a. The system must support the global administration of the system through a single customizable web interface. 7. Collaboration capacity a. The system must provide capabilities to interact with experts and clients through web-based interface for information validation and categorization. 8. Analytical processes, visualization and outputs The system must provide: a. built-in, real time dashboard-type bibliometric and scientometric methodologies based on text and data mining capabilities to analyze bibliographic records and generate understanding of S&T trends: i. Identification of players, organizations, authors or other fields as well as capacity to point to outliers and adhoc selections; ii. Analysis by country, affiliation, subject, chronology, or any fields contained in the databases; iii. Identification of emerging trends, Research and Intellectual Property portfolio comparisons. b. capacity to generate lists, matrices in the web-based interface and provide capacity to export in various format; c. interactive visualization tools from analytical, text mining outputs, allowing interactive filtering, zooming, categorizing and direct linked access to underlying data: i. Capacity to visualize groups (subjects, clusters) and generate new visualization perspective on the fly; ii. Capacity to offer interactive bar charts, graphs and other visuals providing access to underlying data; iii. Visualization of networks : Authors, organizations, concepts and custom fields, etc. and interactive, live manipulation of network maps by users and clients; iv. S&T Landscape visualization. 9. Reports creation The system must: a. support customizable reports including workspace specific metadata fields; b. support pre-built reports; c. support the ability to create report templates; d. be able to export reports as .csv, .xls, .pdf, .doc, .txt; e. support the output of analytical function in graphical, visualization formats. 10. Integration The system must support integration with: a. other S&T analytical and bibliographical tools such as Vantage Point; b. MS Sharepoint 2007 or 2010. 11. Support a. The system must provides online Help files; The vendor must provide: b. administrator training; c. onsite implementation support; d. telephone and email technical support. 12. Hardware and Software Requirements a. The system must be available for an in-house installation. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT This procurement is subject to the following trade agreement(s): a. Agreement on Internal Trade (AIT); b. North American Free Trade Agreement (NAFTA). JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER Intellixir is the only known online structured information analytics platform dedicated to science and technology publications and patents currently on the market that can meet above requirements, enabling NRC to use any data source to analyze and not limited to proprietary sources. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S) Section 6.d of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract. EXCLUSION AND/OR LIMITED TENDERING REASONS Annex 4.4 article 506.12(b) of the AIT is applicable on the basis of limited tendering where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists, respectively. Article 1016.2(b) of NAFTA is applicable on the basis of limited tendering due to reasons where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. OWNERSHIP OF INTELLECTUAL PROPERTY Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. THE PERIOD OF THE PROPOSED CONTRACT OR THE DELIVERY DATE(S) The proposed contract is for a period of 4 years, including 3 one-year irrevocable options. All delivery mentioned in the requirement must be delivered within 10 days of Contract award. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The conditions of the developer's shrink-wrap license are not acceptable to the Crown. This software is proprietary, and the proposed Contractor must have the authority to negotiate the terms and conditions of the contract and the related software licensing terms including, but not limited to; limitation of liability, indemnification, transferability of license, termination/refund to the Crown. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
