    ILLUSTRATED PARTS CATALOGUE (IPC)
    FOR
    DEPARTMENT OF NATIONAL DEFENCE/CANADIAN ARMED FORCES (DND/CAF)
    
    Summary
    
    (a) This bid solicitation is being issued to satisfy the requirement of Department of National Defence/Canadian Armed Forces (DND/CAF) for a co
    mmercially available electronic Illustrated Parts Catalogue (IPC) (the "Software Solution"). The Software Solution is required by DND/CAF 
    to manage assembly illustrations, bills of material and related part detail specific toequipment and assemblies. The Software Solution will also
     link assemblyillustrations to the maintenance planning process in the 
    Department of National Defence’s Defence Resource Management 
    Information System (DRMIS), which is based on SAP, allowing Users to select components from assembly illustrations, bills of material, and related part detail displayed in the Software Solution and add them directly into SAP work orders in DRMIS.
     
    (b) The Client is Department of National Defence/Canadian Armed Forces (DND/CAF).
    
    (c) The required Software Solution must include the Licensed Software, a 1
    2-month warranty, software maintenance and support and documentation. Training and professional services must also be provided as-and-when requested relating to the delivery, installation, design, integration, configuration, customization, implementation, and deployment of the Software Solution.
    
    (d) The bid solicitation is intended to result in the award of a contract for 1 year, plus 6 one-yearirrevocable option(s) allowing Canada to extend the term of the contract, irrevocable option(s) to purchase additional Licenses on a per User basis, and an irrevocable option to purchase an entity viewer license for DND/CAF.
    
    (e) Canada intends to purchase aninitial quantity of 1000 Viewer Licenses and 10 Administrator Licenses atContract Award plus one year of software maintenance and support services.
     
    (f) All parts of the Software Solution must be available to the Client Users 24 hours a day,7 days aweek, 365 days a year, in English and French (except for Software Documentation, which must be available in English at a minimum), and operate at all times in accordance with the Statement of Requirements in the Client's operational environmentdescribedin the bid solicitation. Bidders are to provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. Bidders are requested to include this information in the Bid Submission Form. 
    
    (g) There isa security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses.  For more information on personnel and organizational security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.
    
    (h) Forservices requirements, Bidders in receipt of a pension or a l
    ump sum paymentare to provide the required information as detailed in article 2.4 of Part 2 of the bid solicitation. Bidders are requested to include this information in the Bid Submission Form. 
    
    (i) The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA),the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force, and the Agreement on Internal Trade (AIT).
    
    (j) There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement: see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the form named "Federal Contractors Program for Employment Equity - Certification".
