REQUEST FOR INFORMATION REGARDING A HOSTED SURVEY SOLUTION FOR IMMIGRATION, REFUGEES AND CITIZENSHIP CANADA (IRCC)


1. BACKGROUND AND PURPOSE OF THIS REQUEST FOR INFORMATION (RFI)

Since 2010, IRCC has used an online tool to conduct surveys among employees, clients, other government Departments and service providers. The surveys are used to conduct public opinion research, program evaluations as well as feedback mechanisms on IRCC training and information sessions. Use of an online survey tool has become essential to informing and evaluating Departmental policy, programs and services. 

In order to meet ongoing business requirements such as conducting internal and external online surveys, consultations, and public opinion research, Immigration, Refugees and Citizenship Canada (IRCC) has a requirement for an Hosted Survey Solution, which must be hosted on secure servers capable of handling sensitive government information and assets to the Protected B level (http://iss-ssi.pwgsc-tpsgc.gc.ca/outils-tools/ns-sl-eng.html). IRCC is also interested in receiving feedback on the CISD clearance of Respondents and their interest in being sponsored for a CISD clearance.

While IRCC is anticipated to be the initial client, it should be noted that other Government of Canada departments, agencies and Crown corporations also have similar requirements for a Hosted Survey Solution. Therefore, any subsequent RFP for a Hosted Survey Solution may aim to satisfy the requirements of multiple departments.


2. NATURE OF REQUEST FOR INFORMAITON

This is not a bid solicitation. This RFI will not result in the award of any contract. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI.


3. NATURE AND FORMAT OF RESPONSES REQUESTED 

Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements or objectives described in this RFI could be satisfied. Respondents are also invited to provide comments regarding the content, format and/or organization of any draft documents included in this RFI. Respondents should explain any assumptions they make in their responses.
