    Docking and Refit
    
    The Statement of Work is as follows:
    (a) To carry out the drydocking and refit of the Canadian Coast Guard Vessel CCGS Vector in accordance with the associated Technical Specifications detailed in Annex “A”; and
    (b) To carry out Unscheduled Work authorized by the Contracting Authority.
    
    Work Period
    Work must commence and be completed as follows:
     Commence: December 4, 2019;
     Complete:   March 24, 2020.
    By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.
    From refit start date to the end of the work period, when the vessel will be unmanned during that period, it will be considered to be out of commission and it will be in the care and custody of the Contractor and under its control.
    
    Sourcing Strategy
    The sourcing strategy related to this procurement will be limited to suppliers in the Area of Origin of the vessel (Western Canada), in accordance with the PWGSC Supply Manual Article 3.170.10(b).  This procurement is subject to CFTA and is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).  
    
    Optional Bidders' Conference
    The scope of the requirement outlined in the bid solicitation will be reviewed during the Bidders’ Conference and questions will be answered.
    It is recommended that Bidders who intend to submit a bid attend or send a representative to the Bidders’ Conference.
    The Bidders' Conference will be held in Sidney, BC on October 9, 2019 after the Vessel Viewing. 
    Bidders are requested to register the name(s) of the person(s) who will be attending the Bidders’ Conference by e-mailing the Contracting Authority. The Bidders' Conference will be cancelled if no Bidders register by 9:00 am (PDT) on October 8, 2019.
    Bidders should e-mail the Contracting Authority a list of issues they wish to table by 9:00 am (PDT) on July 26, 2019.
    Conference participants may be required to present valid government-issued photo identification and sign attendance sheets. Conference participants must comply with all regulations, instructions and directives in force on the site.
    Bidders who do not attend or do not send a representative will not be precluded from submitting a bid.
    Any clarifications or changes to the bid solicitation resulting from the Bidders' Conference will be included as an amendment to the bid solicitation.
    Due to the vessel’s mandate and operational needs, the vessel may be unavailable on the day of the Bidders’ Conference. The Bidder is responsible for all of its expenses associated in participating in the Bidders’ Conference.
    
    Optional Vessel Viewing 
    Arrangements have been made to provide Bidders the opportunity to view the vessel.
    It is recommended that Bidders who intend to submit a bid attend or send a representative to the Vessel Viewing. 
    The Vessel Viewing will be held in Sidney, BC at 9:30 am (PDT) on October 9, 2019. Registered participants will be provided additional details regarding meeting logistics. If all registered participants arrive before the stated time, then the Vessel Viewing may commence early. 
    The Vessel Viewing will be of a limited duration as determined by the Contracting Authority during the Vessel Viewing. All participants will be required to immediately disembark the vessel upon the termination of the Vessel Viewing.
    Bidders are requested to register the name(s) of the person(s) who will be attending the Vessel Viewing by e-mailing the Contracting Authority. The Vessel Viewing will be cancelled if no Bidders register by 9:00 am (PDT) on October 7, 2019.
    Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid.
    The Contracting Authority, Technical Authority, and ship staff will not provide answers to questions during the Vessel Viewing. Bidders are invited to e-mail their questions to the Contracting Authority after the Vessel Viewing. 
    Participants may be required to present valid government-issued photo identification and sign attendance sheets. Participants must comply with all regulations, instructions and directives in force on the site and vessel.
    Any clarifications or changes to the bid solicitation resulting from the Vessel Viewing will be included as an amendment to the bid solicitation.
    Due to the vessel’s mandate and operational needs, the vessel may be unavailable for some or all of the time allotted to the Vessel Viewing with little or no notice. The Bidder is responsible for all of its expenses associated in participating in the Vessel Viewing.

    Debriefings
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
