    Draft Request for Proposal (RFP) on behalf of The Department of
    Public Works and Government Services Canada (PWGSC) for design,
    development, web site hosting, management, support services,
    change management services and training for the GC Surplus
    Online Auctioning Services. 
    
    Background:
    
    Canada is seeking to establish a Contract with a qualified
    Service Provider (Contractor) to provide a modern, robust,
    bilingual, commercially available Online Auctioning Service
    (OAS) via a Contractor hosted, operated and maintained service,
    to support the delivery of the Surplus Crown Assets disposal and
    sale process and workflow for GCSurplus. 
    The Contractor must provide a fully-hosted solution at a
    Canadian location as further described within the Statement of
    Work (SOW), inclusive of infrastructure service provisioning
    including secure accessibility, data storage and management,
    infrastructure-related support services, disaster recovery
    including full redundancy; as well as Online Auctioning Service
    (OAS) application development (configuration) and integration or
    interfacing with companion GoC system(s), all applicable testing
    services, data migration, provisioning of a web-accessible
    Government of Canada (GoC)-wide implementation as well as public
    facing online interfaces and associated OAS solution training,
    system documentation and help desk support services.
    This Request for Information (RFI)/Draft Request For Proposal
    (RFP), is being issued as an element of the Industry Engagement
    process set forth by PWGSC and GC Surplus, and is seeking
    continued feedback on the requirement and the draft RFP
    document, prior to developing any final RFP. At this
    consultation with Industry stage, the PWGSC-GC Surplus team
    follows the guideline below:
    i.	Inform stakeholders (industry);
    ii.	Consult stakeholders on a transparent, fair manner; and
    iii.	Involve and collaborate with stakeholders, inclusive by
    individual meetings;
    iv.	Canada will not disclose proprietary or commercially
    sensitive information concerning a
    Participant to other Participants or third parties, except and
    only to the extent required
    by law.
    
    Canada will not reimburse any person or entity for any cost
    incurred in participating in this Request for Information.
    
    Respondents to this RFI/Draft RFP process agree to NOT reveal or
    discuss any information to the MEDIA/NEWSPAPER regarding the GC
    Surplus requirement during this Consultative Process. Any media
    questions will be directed to the PWGSC Media Relations Office.
    
    Canada is not obligated to issue any Request for Proposal (RFP),
    or to negotiate
    any Contract for GC Surplus Online Auctioning System. If Canada
    does release a RFP, the terms and conditions of the RFP shall be
    subject to Canada's absolute discretion.
    
    All enquiries with regard to the procurement of GC Surplus
    Online Auctioning System are to be directed to the Contracting
    Authority.
    
    
    Participation is not a mandatory requirement. Not participating
    in this
    Consultative Process will not preclude a bidder from submitting
    a proposal.
    
    A Final Draft RFP may be posted on MERX for Industry comment;
    
    In the event of a meeting between Canada and the Industry,
    please advise if any company representative requires special
    venue arrangements i.e. person with special needs.
    
    Request for Proposal:
    
    The proposed GC Surplus Online Auctioning Services (OAS)
    requirement consists of:
    
    2.1	consultation services to review existing and emerging
    "to-be" business processes and, where applicable, suggest
    alternate approaches to further leverage the native abilities of
    the selected COTS OAS solution; 
    2.2	management of on-going change, organizational readiness and
    organizational development activities to transition IT and
    business staff to conduct their business using the OAS solution
    technology and associated business processes;
    2.3	Unforeseen in-scope work may be required at the discretion
    of Canada. The Contractor must provide these additional
    Professional Services observed the Task Authorization (T.A.)
    procedures described on Part 7 - Resulting Contract. The prices
    negotiated and agreed upon by the parties for unforeseen work
    will be subject to the price certification procedures, profit
    policies and other applicable policies as per Canada's
    Contracting Regulations.
    
    A Task Authorization (TA) process will be included in the
    contract to manage the work, including changes associated with
    technological or equipment enhancements or upgrades.
    
    The Draft RFP includes, but is not limited to, the contract
    terms and conditions, bidder preparation instructions,
    evaluation procedures and submission tables, the contractor
    statement of work, pricing tables, security and insurance
    requirements. 
    
    The Draft RFP includes both mandatory and rated requirements as
    part of the evaluation. The winning bidder will be the bidder
    with the highest overall score based on 70% technical proposal
    and 30% financial proposal. Additional information of the
    evaluation of the bids can be found in this Draft RFP. 
    
    This requirement is subject to the provisions of the North
    American Free Trade Agreement (NAFTA), World Trade
    Organization-Agreement on Government Procurement (WTO-AGP), and
    the Agreement on Internal Trade (AIT), the Canada-Chile Free
    Trade Agreement (CCFTA), the Canada-Columbia Free Trade
    Agreement (CColFTA), the Canada-Panama Free Trade Agreement
    (CPanFTA) as applicable.
    
    Contract Period and Options:
    
    The proposed Contract Period will be for 5 years, with Options
    to extend the Contract Period for up to 3 one year periods.
    
    Areas of Interest for Industry's Feedback:
    
    In line with the objectives outlined in this Request for
    Information-Draft RFP for the provision of GC Surplus Online
    Auctioning System, Canada aims to obtain specific feedback from
    industry representatives, as follows:
    
    i.	Input/Comments about electronic security technology available
    in the marketplace.
    ii.	Input/Comments about possible performance metrics and
    performance incentives associated with contractor achieving GC
    Surplus objectives.
    iii.	Input/Comments about methodologies for basis of payment
    alternatives in conjunction with resource utilization. Goal is
    to maximize revenues compared with current GC Surplus Online
    Auctioning System platform.
    iv.	Input/Comments to draft Technical and Financial Evaluation
    Criteria.
      
    Security Requirement:
    
    The Contractor and its personnel will be required to hold a
    valid Designated Organization Screening (DOS), with approved
    Document Safeguarding at the level of Secret, issued by the
    Canadian and International Industrial Security Directorate
    (CIISD).  There will also be a requirement for certain personnel
    to be designated as "Canadian Eyes Only" for certain support
    services. Specific resources will be defined in the final RFP."
