    Description of Services - Request for Standing Offer for Language Training Services
    
    The Treasury board of Canada Secretariat has a requirement for Professional Services to provide French and English Second Language Training to its employees in the National Capital Region.  The training may be either full or part-time, in group or one-on-one sessions, and distance learning or classrooms furnished at the Offeror’s premises, except in exceptional occasion where the training will happen on Treasury Board’s premises.  
    
    The required services are described in more detail in Annex A - Statement of Work.
    
    Contract Period
    
    Services shall be provided from the date of award to September 30, 2019 and will include an option allowing it to be extended for three additional periods of one year each under the same terms and conditions.
    
    Volumetric Data
    
    The inclusion of volumetric data in this document does not represent a commitment by Canada that Canada's future usage of the services described in the bid solicitation will be consistent with this data.
    
    Trade Agreements
    
    This requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement.
    
    Basis of Selection
    
    Up to eight (8) standing offers will be issued under this solicitation.
    The eight (8) highest ranked responsive bids offering the best value; the highest combined rating of technical merit (70%) and price (30%), will be issued a standing offer.  
    
    To be declared responsive, a bid must:
    
    a) Comply with all the requirements of the bid solicitation 
    b) Meet all mandatory evaluation criteria, and 
    c)      Obtain the required minimum of 47 points overall for the         technical evaluation criteria which are subject to point rating.         The rating is performed on a scale of 68 points
    
    Security Requirement
    There is a security requirement associated with this requirement
    
    At the date of bid closing, the following conditions must be met:
    
    a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses; 
    
    b) The Bidder's proposed individuals requiring access to classified or protected information, assets or   sensitive work site(s) must meet the security requirement as indicated in Part 7 - Resulting Contract Clauses; and
    
    c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites.

    Code of Conduct
    Pursuant to section 01 of Standard Instructions 2003, Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder.  Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
