    1. DESCRIPTION OF REQUIREMENT
    
    The Department of Finance Canada in Ottawa, Ontario, has a requirement for translation, review and modification services, from English to French, estimated at 90 percent of the total of the requirement and from French to English, estimated at 10 percent of the total required, and this on as and when requested basis. 
    
    The requirement is divided into three streams. Translation services for Streams 1 and 2 services will be provided at Contractor’s site. Translation, review and modification services for stream 3 will be provided mostly on the client’s site or at another location as deemed appropriate by the Project Authority. 
    
    It is intended to result in the award of one (1) contract for three (3) years, plus two (2) one-year irrevocable options allowing Canada to extend the term of the contract(s). There is also a six (6) months optional transition period from the contract to a new contract with another supplier.  
    
    During the initial term of the contract, the requirement was estimated at 11,340,000 words for translation services and 4,200 hours for review and modification services. Please see Attachment 1 to Part 3 and Annex A - Statement of Work for further details.
    
    The volumetric data has been provided to Bidders to assist them in preparing their bids. The inclusion of this data in this bid solicitation does not represent a commitment by Canada that Canada’s future usage of the service identified in this bid solicitation will be consistent with this data. It is provided purely for information purposes.
    
    This procurement is limited to Canadian services.
    
    This procurement is subject to the Canadian Free Trade Agreement (CFTA).
    
    This procurement is not subject to the Comprehensive Land Claims Agreements (CLCA). 
    
    2. SECURITY REQUIREMENT

    3. EVALUATION PROCEDURES
    
    (a) Offers will be assessed in accordance with the entire requirement of the bid including the technical evaluation criteria.  
    
     (b) An evaluation team composed of representatives of Canada will evaluate the offers.
    4. BASIS OF SELECTION - Lowest Evaluated Price Per Point
    To be declared responsive, a bid must: 
    
    (a) comply with all the requirements of the bid solicitation; and
    (b) meet all mandatory evaluation criteria; and
    (c) obtain the required minimum number of points specified in Attachment 1 to Part 4 for the point rated technical criteria.   
    
    Bids not meeting (a) or (b) or (c) will be declared non-responsive. 
    
    The responsive bid with the lowest evaluated price per point will be recommended for award of a contract.
    
    5. BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY
