Request for Standing Offer for Translation Services
The Immigration and Refugee Board wishes to avail itself of translation and revision services on an "as and when" requested basis. Translation services are required for texts to be translated from English to
French and from French to English.

The documents to be translated are comprised of administrative and legaltext.

The estimated translation volume from English to French is approximately 16,200,000 words, and from French to English is approximately 3,100,000 words.

The required services are described in more detail in Annex A - Statement of Work.

Standing Offer Period

Services shall be provided from the date of issuance to one year from date of issuance, and will include an option allowing it to be extended for four additional periods of one year each under the same terms and conditions.

Volumetric Data

The inclusion of volumetric data in this document does not represent a commitment by Canada that Canada's future usage of the services described in the bid solicitation will be consistent with this data.

This requirement is conditionallylimited to Canadian goods and/or services. 
Trade Agreements
The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).

Basis of Selection
Up to twenty-six (26) standing offers will be issued under this solicitation under four workstreams as follows:

Stream A Up to 6 suppliers may be qualified - English to French Administrative Translation 
Stream B Up to 10 suppliers may be qualified - English to French Legal Translation 
Stream C Up to 4 suppliers may be qualified - French to English Administrative Translation 
Stream D Up to 6 suppliers may be qualified - French to English Legal Translation

The highest ranked responsive bids offering the best value, evaluated on a lowest price-per-point basis, will be issued a standing offer for the applicable workstream(s) based on the amount per workstream above.  

Offerors must submit a separate offer for each workstream.

To be declared responsive, a bid must:

a) Comply with all the requirements of the bid solicitation 
b) Meet all mandatory evaluation criteria, and 
c) Obtain the required minimum number of points specified in the attachment to Part 4 for the point-rated criteria

Security Requirement
There is no security requirement associated with thisrequirement

Basis for Canada's Ownership of Intellectual Property
Courts Administration Service determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: where the Foreground consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software.


Code of Conduct
Pursuant to section 01 of Standard Instructions 2003, Bidders mustsubmit a complete list of names
of all individuals who are currently directors of the Bidder.  Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
