Requirement Details Tendering Procedure: Selective Tendering This bid solicitation is issued only to suppliers who qualified in accordance with the conditions of Supply Arrangement EN966-140305/D to EN966-140305/J on Modernization of the Translation Bureau’s Directory of Linguistic Services suppliers for the Translation Bureau. Only suppliers who are pre-qualified under the Supply Arrangement EN966-140305/D to EN966-140305/J and have been issued a supply arrangement at the time this bid solicitation is issued, are eligible to bid for the following category: Field: Parliamentary Proceedings Tier: 3 Language: English to French Number of words for the contract period: 1,300 000 Description of work: The Translation Bureau is an agency of Public Works and Government Services Canada (PWGSC) charged with supporting the Government of Canada in its efforts to provide services for, and communicate with, Canadians in the official language of their choice. This requirement is for translation services, from English into French, as and when requested, in the field of Parliamentary Proceedings, for all federal departments and agencies served by the Translation Bureau. Nature of texts to be translated The Contractor must ensure the provision of translation services from English to French. The texts to be translated will consist of proceedings of the House of Commons and the Senate, commonly known as hansard. The Contractor will receive blocks of approximately 500 words each, which must be completed and delivered in chronological order as they are received, preferably in less than 90-minute intervals. In general, translations shall be done in a spoken-language style. These services are needed to fulfill a highly irregular requirement during the parliamentary session. The parliamentary calendar has approximately 130 sitting days (days where parliament is in session) per year. As an example, from September 2014 to June 2015, the House and the Senate sat for 135 days. The contractor must be available every day under the contract, which is all evenings from Monday to Friday inclusive, between 4 p.m. and 12 midnight Eastern Standard Time (EST) or Eastern Daylight Time (EDT), as appropriate, to receive work. The contractor must acknowledge receipt of any work sent from 4 p.m. and 12 midnight EST or EDT, as appropriate, by email at the email address indicated in the task authorization within one hour of receiving the work. The Contractor will be assigned work particularly in the late afternoon on Tuesdays and Thursdays (as of approximately 4:00 p.m.) However, the Contractor can also be assigned work on other sitting days, depending on the workload that has been or will be received. The Blues (the unedited transcript of proceedings in the House of Commons) will be provided in Word format every hour during the evening so that the Contractor is able to view the context of the blocks that it is responsible for translating.
