    2. Notice Purpose
    
    This Notice is issued to provide:
    
    a) A brief history of the current requirement.
    b) Overview of the new requirement.
    c) Details on the Letter of Interest that forms part of this Notice.
    
    
    3. History of Current Requirement
    
    Guard Services for any government department, agency or Crown Corporation listed in Schedules I, I.1, II of the Financial Administration Act, R.S., 1985, c. F-11, are provided by the Canadian Corps of Commissionaires under the "Right of First Refusal" granted by Treasury Board. This policy has been in place since WW II, with the 15 Canadian Corps of Commissionaires Divisions across Canada providing the service. The primary Method of Supply for such services is a National Master Standing Offer.
    
    As the granted "Right of First Refusal" can result in the Canadian Corps of Commissionaires turning down a request for guard services and the fact that not all Schedules under the Financial Administration Act, R.S., 1985, c. F-11., fall under the "Right of First Refusal", the need for a backup Method of Supply for Guard Services exists.
    
    Currently, the Standing Offers listed below, are available as the backup Method of Supply for Guard Services:
    
    a) If/when the Canadian Corps of Commissionaires exercises their            Right of First Refusal, for guard services, granted by Treasury          Board; and
    b) For any government department, agency or Crown ccorporation not          listed in Schedules I, I.1, II of the Financial Administration           Act, R.S., 1985, c. F-11.
    
    3.1 Unlike Guard Services tied to the Right of First Refusal, the            services provided under the Standing Offers listed below, are            not mandatory in nature from a usage standpoint. 
    
    
        a) Standing Offer EN578-121185-001-ZL: Ontario region (Primary)
        b) Standing Offer EN578-121185-003-ZL: Quebec region (Primary)
        c) Standing Offer EN578-121185-004-ZL: Quebec region (Secondary)
        d) Standing Offer EN578-121185-005-ZL: Atlantic region 
        e) Standing Offer EN578-121185-006-ZL: Prairie region 
        f) Standing Offer EN578-121185-007-ZL: Alberta region 
        g) Standing Offer EN578-121185-008-ZL: Pacific region 
     
    
    4. Overview of New Requirement
    
    The Government of Canada requires the service of a licensed security guard Contractor to provide unarmed Security Guard services at various Canadian locations.
    
    The method of supply being considered is that of various Standing Offers strategically placed across Canada. The new methods of supply are to replace the Standing Offers listed above. The new methods of supply are available for use:
    
    a) If/when the Canadian Corps of Commissionaires exercises their            Right of First Refusal, for guard services, granted by Treasury          Board; and
    b) For any government department, agency or Crown corporation not           listed in Schedules I, I.1, II of the Financial Administration           Act, R.S., 1985, c. F-11.
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    The requirement is limited to Canadian goods and/or services.
    
    There are security requirements. For additional information, see Annex A, which forms part of the Letter of Interest.
    
    
    5. Letter of Interest
    
    The Letter of Interest that forms part of this notice contains: 
    
    a) Additional information in the form of a Request for Information          from Industry; 
    b) Detailed information on the security requirement; and
    c) A status of the re-procurement.

    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
