    1.  DEFINITION OF REQUIREMENTS:
    
    Public Works and Government Services Canada on behalf of the
    Crown as a whole intends to solicit a bid and negotiate with the
    Info-Tech Research Group to promulgate a renewal National Master
    Standing Offer for proprietary information technology and
    business research subscriptions, advice, analysis and applied
    research services related to their products on an as and when
    requested basis to Canadian government departments, corporations
    and agencies. 
    
    The call-up limitation is $100,000 including GST/HST as
    applicable. Requirements exceeding $100,000 will be sent to
    PWGSC for processing and approval. 
    
    Products and services offered consist of proprietary online IT
    and business subscriptions for research and data services
    delivered via the internet. 
    
    
    
    2.  TRADE AGREEMENTS:
    
    This requirement is subject to limited tendering procedures in
    accordance with AIT, Article 506 12(a) exclusive rights and in
    accordance with WTO, Article XV.1(b) exclusive rights and
    excluded from NAFTA under classification D317B, Automated News
    Services, Data Services, or Other Information Services.  This
    requirement is not subject to CLCA because no procurement is
    conducted in the area of land claims.
    
    
    
    3.  SOLE SOURCE JUSTIFICATION:
    
    The proposed Contractor is the sole owner of the Info-Tech
    Research Group subscription databases and their contents. The
    Info-Tech Research Group is the only authorized agent to sell
    their subscriptions in Canada.

    4.  INTELLECTUAL PROPERTY
    
    There is no Intellectual Property as a result of any call-up..

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the

    The Crown retains the right to negotiate with suppliers on any
