MAINFRAME LEGACY APPLICATION MIGRATION PROJECT


1.	REQUIREMENT

This bid solicitation is being issued to satisfy the requirement
of the Department of Human Resources and Skills Development
Canada (the "Client") for the Mainframe Legacy Application
Migration Project. 
In partnership with Shared Services Canada (SSC), Human
Resources and Skills Development Canada (HRSDC) will migrate
multiple applications hosted on its legacy mainframe platform to
a modern, open market Government of Canada standard platform by
May 31, 2016.

The project objective is to deploy the current portfolio of
HRSDC mission critical and other business applications currently
delivered using the current mainframe environment to a new
computer systems environment based on GC supported common
platform services as provided by SSC.  This requires that the
migration effort maintain HRSDC's current program services and
functions while also maintaining performance and levels of
service provided to Canadians to ensure uninterrupted service
delivery of statutory programs.

This bid solicitation is intended to result in the award of a
contract for four years plus four additional one-year
irrevocable options allowing Canada to extend the term of the
contract.  

2.	TRADE AGREEMENTS

The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
(CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
it is in force, and the Agreement on Internal Trade (AIT).

3.	SOLICITATION

This solicitation will be open only to Supply Arrangement
Holders under domain seven, Legacy Support and Transition of the
Solutions Based Informatics Professional Services (SBIPS) Supply
Arrangement. The Request for Proposal (RFP) will only be sent to
the Suppliers invited to bid. The following SBIPS Suppliers are
invited to submit a bid:
