This resource guide will show you how to register in Public Services and Procurement Canada’s sourcing tools for specific types of professional services, including ProServices and SELECT. To access these sourcing tools, you will need a procurement business number.

Getting a procurement business number

To get a procurement business number (PBN), you must first register in the Supplier Registration Information (SRI) system.

Step 1

Make sure you have the following information before you start the registration process:

  • Your Canada Revenue Agency (CRA) business number; if you don’t already have one, register for a CRA business number
  • Your business’s registered legal name; if you are a sole proprietor, then your name is your business’s legal name

Step 2

Go to the SRI system website. Click “Start Registration” in the left-hand menu to begin creating your account. On that page, enter your CRA business number in the BN field and then click the “Start Registration” button.

Step 3

You will be brought to another page where you will be asked to enter some information about your business, including your business’s legal name. You will also set your username and password.

Step 4

After filling in all the information to create your account, you will receive an email with your PBN. This number uniquely identifies your business in our procurement and payment systems.

Step 5

Once you have your PBN, return to the SRI system website to complete your registration. Click “Access my account” in the left-hand menu.

Step 6

On the Access my account page, enter your PBN, username and password in the fields provided and click the “Submit” button.

Step 7

You will be brought to another page where you will be asked to enter the following information:

Keep your account up to date

Regularly check that your account information is up to date.

If you change your business’s legal name, the update has to be done in the CRA system first. Once the change is done in the CRA system, send us your request to make the same change in your SRI account at SAC-PAC@tpsgc-pwgsc.gc.ca.

Accessing ProServices

ProServices is a government-wide purchasing tool that lists pre-approved businesses providing professional services. Contracting officers use this tool for contracts valued below the Canada-Korea Free Trade Agreement dollar threshold. If you are interested in becoming pre-qualified under the ProServices method of supply, you will need a Centralized Professional Services System (CPSS) Supplier account. Follow the steps below to get one.

Step 1

First you must have a PBN, which you get by registering in the SRI system. Refer to the section Getting a procurement business number for more information.

Step 2

Go to the CPSS website. Click “Enrol New Supplier” in the left-hand navigation menu to go to the Enrolment for access to the CPSS e-Portal page. You will be brought to the enrolment form. Fill in the fields provided with the following information about your business:

  • Legal name
  • Operating name
  • Full address (including city, province/state, etc.)
  • Contact information

Step 3

Once you have filled in the form, check the box next to I agree to confirm the information is accurate, and click the “Submit” button.

Step 4

You will receive an email to confirm your enrolment. Click the link provided in the email to confirm.

Step 5

Once you have confirmed your enrolment, you will receive your credentials in two separate emails, along with a link to log in.

Registering in SELECT

SELECT is a database of pre-approved suppliers, such as architects, engineers, and construction trade contractors. Contracting officers use SELECT to invite suppliers to bid on real property consulting services (including architectural and engineering consulting) and construction services valued below CAD100,000.

Step 1

To register in SELECT, you must have a PBN, which you get by registering in the SRI system. Refer to the section Getting a procurement business number for more information.

Step 2

Go to the SELECT website. Click “Sign in” in the left-hand navigational menu.

Step 3

On the Sign in page, enter your PBN and SRI username and password in the fields provided. Click the “Sign in” button at the bottom of the page.

Step 4

Click “SELECT – Introduction” in the left-hand navigational menu. Follow the instructions provided on this page to register for the services your business provides.

Other available methods of supply

Once you have a PBN, you can register or qualify in the commonly used competitive processes listed below. You may also need to enrol for access to the CPSS e-Portal to use some of these processes. This does not apply for the Translation Bureau’s directory. Below is a list of available methods of supply.

Task and Solutions Professional Services (TSPS)

When contract values exceed the Canada-Korea Free Trade Agreement dollar threshold, contracting officers use this method of supply to search for potential suppliers for the following services:

  • Human resources services
  • Business consulting/Change management
  • Project management services
  • Technical, engineering and maintenance services
  • Health services (non-mandatory)
  • Learning services for government owned training (non-mandatory)

The Translation Bureau uses this directory for suppliers that offer translation, transcription, interpretation or terminology services. Before you can register as a supplier in the directory, you must complete the qualification process.
