1. Requirement Summary
By means of this RFSO, Public Safety Canada (PS) is seeking offers to provide on an “as and when required” basis, workshop delivery for the Indigenous Community Safety Development Contribution Program.
Public Safety Canada requires resources in the following regions:
• Nova Scotia
• Prince Edward Island
• New Brunswick
• Newfoundland and Labrador
• Ontario
• Manitoba
• Saskatchewan
• Alberta
• British Columbia
• Northern Canada: Northwest Territories and Yukon
Resources will be organized according to their region. A Offeror may propose more than one resource for the Work under this requirement. Canada will rank all proposed resources according to basis of selection identified in Part 4. See Annex A, Statement of Work for detailed statement of
2. Objective
The overall objective of the work is to support a Core Group in the community through the three facilitation stages of the CSP process. The three stages are:
1) community building
2) action planning
3) community mobilization
These stages help the Core Group develop and begin implementing their community’s safety plan.
The facilitator will support the community through these stages by performing two main tasks:
1) Deliver the Community Safety Planning (CSP) process
2) Coach and mentor the community Core Group throughout the process including within and outside of the workshop sessions.
The workshops will help build community capacity and increase community readiness to address community-identified safety issues and the facilitator’s coaching and mentoring will help nurture the communities’ ability to apply these skills. Facilitators will be trained to deliver the process in a way that responds to the current realities of the community and respects the community’s culture/traditions/religion, aspirations, and constraints. At no time will a session be held when it is not within the community’s best interest, as judged conjunctively through the community’s engagement with Public Safety Canada and at their own behest.
3. MANDATORY REQUIREMENT RESERVED FOR INDIGENOUS BUSINESS
This procurement is set aside under the federal government's Mandatory Procurement Strategy for Indigenous Business.
Mandatory set-aside: Only responsive PSIB offers will be reviewed, Responsive offers will be ranked ascending order with the highest combined evaluated price being recommended for the first ranked Standing Offer under each region. Only one Standing Offer, which may cover multiple regions, will be awarded to each successful Offeror.
This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses
Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement.
4. Period of Work
4.1 Period of the Standing Offer
The period for making call-ups against the Standing Offer is from the date of standing offer award to May 31, 2028.
4.2 Option to Extend the Standing Offer
If the Standing Offer is authorized for use beyond the initial period, the Offeror offers to extend its offer for an additional 1 year period, from June 1, 2028 to May 31, 2029 under the same conditions and at the rates or prices specified in the Standing Offer, or at the rates or prices calculated in accordance with the formula specified in the Standing Offer.
The Offeror will be advised of the decision to authorize the use of the Standing Offer for an extended period by the Standing Offer Authority 3 days before the expiry date of the Standing Offer. A revision to the Standing Offer will be issued by the Standing Offer Authority.
