    Description

    * Canada may award one (1) Contract per dataset. In order to be awarded one (1) Contract for one or more datasets the bidder must achieve the highest overall rating for the datasets for which they bid. Canada may award up to six (6) contracts as a result of this RFP.*

    *Contract period : October 1, 2024 to March 31, 2025 with option to extend the term of the Contract by up to four (4) additional one (1) year period under the same conditions.*

    This Statement of Requirement (SOR) identifies the work to be performed to acquire data requirements regarding Air Fare Data, Flight Data, Passenger Data, Operations Data, Fleet Data, and Financial Data.

    The Canadian Transportation Agency (CTA) acts as a tribunal and regulator with the power of a superior court in the transportation sector. Its mandate is to federally regulate different modes of transportation (air, rail and marine). It has three key focuses:

    • To help ensure that the national transportation system is run efficiently and smoothly in the interest of all Canadians;
    • To protect the human rights of people with disabilities to have an accessible transportation network;
    • To provide protection for air passengers.

    To support its focuses, the CTA makes decisions based on research and data analysis of the transportation sector. The CTA uses analytical results from industry issues, trends, and risks to inform reporting, legislative review, regulatory drafting, impact assessments, and policy development.

    The CTA has a requirement for:
    i. Air Fare Data on all Canadian and foreign air carriers to conduct regulatory impact assessment on fare prices, as well as general studies on air prices and the air industry;
    ii. Flight Data on all Canadian and foreign air carriers to conduct further analysis informing the state of the air carrier's performance in Canada and to assess compliance with the new Air Passenger Protection Regulations (APPR);
    iii. Passenger Data on all Canadian and foreign air carriers to classify large or small air carriers under the APPR and Accessible Transportation for Persons with Disabilities Regulations (ATPDR), as well as to conduct general analysis of the air industry;
    iv. Operations Data on Canadian air carriers to identify large and small transportation service providers in the ATPDR;
    v. Air Carrier Fleet Data on Canadian air carriers to inform effective compliance promotion, monitoring, verification and enforcement of CTA-related legislation and regulations, and;
    vi. Financial Data on foreign air carriers to identify the corresponding implication foreign air carriers have on the Canadian air industry, related to air carriers that flies to / from and within Canada.

    Contract duration

    The estimated contract period will be 6 month(s), with a proposed start date of 2024/10/01.
