    The only acceptable email address for responses to the bid solicitation is soumissionsouest-bidswest@canada.ca. Bids submitted by email directly to the Contracting Authority or to any email address other than soumissionsouest-bidswest@canada.ca will not be accepted.

    The only acceptable facsimile for responses to bid solicitations is 1-866-246-6893.

    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    REQUIREMENT

    Parks Canada requires services to install and remove 27 kilometers of temporary fencing to use in the eradication of fallow deer from Sidney Island. Fencing will consist of recycled customized aquaculture netting. Netting must be installed between July 15 – Nov 15 2024. Removal of fencing is anticipated to take 2-3 months and will start once eradication operations are complete, which will be between March 1 – April 15 2025. Removal of fencing is to be completed by July 31, 2025.

    PERIOD OF CONTRACT / DELIVERY DATE

    The period of the Contract is from date of Contract to July 31, 2025 inclusive.

    MANDATORY SITE VISIT

    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for three (3) site visits to be held at Sidney Island. Bidders are to meet at the Sidney Operations Centre, address: 2220 Harbour Road, Sidney B.C. on either June 11, 2024, June 13, 2024, or June 17, 2024 Bidders are to confirm which site visit date they are attending. The site visits will begin at 09:00 Hours PDT.

    June 13, 2024
    Beginning at 9:00 PDT

    Site Visit C:
    June 17, 2024
    Beginning at 9:00 PDT

    Parks Canada will arrange for transportation to Sidney Island and on Sidney Island. Seasonally appropriate outdoor clothing will be required. Bidders should expect to be back at the Sidney Operations Centre within 5-6 hours of initial departure.

    Bidders must communicate with the Contracting Authority no later than June 7, 2024 to confirm attendance and which site visit (A, B, or C) they will be attending, as well as provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this solicitation must be submitted in writing and should be received no later than three (3) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.

    Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.

    Contract duration

    The estimated contract period will be 12 month(s), with a proposed start date of 2024/07/15.
