    NATURE OF REQUIREMENT:
    For the supply and delivery of twenty-two (22) New; 2013or the manufacturer's latest manufactured model, two (2) Passenger ATV’s. Delivery of nine (9) units is FOB Destination to Winnipeg, Manitoba and the delivery of thirteen (13) units is FOB Destination to Edmonton, Alberta. Supplier is required to arrange for off-loading at delivery location at no extra cost. Crating included and supplied.
    
    An option to purchase additional units by June 30, 2014 will be incorporated into the resulting Contract and will be raised by an amendment. For both Winnipeg and Edmonton an additional quantity of five (5) new 2013 ATV’s will be incorporated into the resulting contract for a total of ten (10) optional units. 
    
    The Royal Canadian Mounted Police may establish up to two (2) contracts, one contract for each location as defined in the Invitation to Tender.
    
    Requirements are in accordance with the Minimum Performance Specifications and Technical Evaluation Criteria detailed in the Invitation to Tender documents in Annex B.
    
    SECURITY:  There is no security requirement associated with the requirement.
    
    EVALUATION PROCEDURES:
    
    Bids will be assessed in accordance with the entire requirement of the bid solicitation.  An evaluation team composed of representatives of Canada will evaluate the bids.
    
    BASIS OF SELECTION:
    
    A bid must comply with all requirements of the bid solicitation to be declared responsive. The responsive bid with the lowest evaluated price per destination will be recommended for award of a contract.  If the bidder recommended for award for each location is the same bidder, RCMP may award one contract to the bidder for both locations.
    DEBRIEFINGS:
    
    After contract award, bidders may request a debriefing on the results of the bid solicitation process.  Bidders should make the request to the Contracting Authority within 15 days of receipt of the results of the bid solicitation process.  The debriefing may be in writing, by telephone or in person.
    
    DELIVERY DATE:  The Crown is asking for delivery by September 30, 2013.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
