Introduction:
Infrastructure Canada (INFC) requires services for the provision of business process and organizational strategy related activities. The successful supplier shall provide as and when requested services on a Task Authorization basis for a two (2) year contract period, plus three (3) additional one (1) year option periods.
Background:
The Minister of Infrastructure Canada is supported by a suite of resources and services to assist the Department in meeting its policy and program priorities. This support includes, but is not limited to:
- Coordinating key legislated areas and support services, including requests for Access to Information and Privacy (ATIP), Executive Correspondence, Performance/planning/risk/reporting and cabinet and parliamentary affairs.
- Providing the management support, oversight, and reporting tools, resources and assets to deliver results;
- Building a workplace of choice.
The challenges of providing support to the department (approximately 350-400 employees) to achieve its mandate are many; for example, the implementation of budget initiatives, and the evolution of government policies and guidelines that require ongoing compliance. To improve its processes and approaches in support of the department’s mandate, which are at times complex and multi-tiered, Infrastructure Canada requires as and when requested services to review the existing organizational structure, with the goal of identifying strategic and operational alignment, clarity of roles and responsibilities through options for organizational structure and associated business processes that could be better meet the organization’s needs.
Objectives:
The objective is to strengthen organizational capacity by:
- Proposing options for the structure of organizational units with a view to being more strategic and client centred and having clarity in roles and responsibilities
- Make recommendation on structure and processes to ensure efficacy with a view to reduce delays, reduce red tape, reduce costs and resources, while integrating modern and lean service delivery processes.
- Demonstrating the commitment to client services by engaging clients to identify inefficient business processes and unnecessary red tape requirements and proposing solutions
- Streamlining and/or improving existing processes that are the largest cause of concern to clients
Scope of the Requirement
The Department requires professional services to identify areas for improvement in the existing organizational structure, in order to ensure clarity of roles and responsibilities, and business processes, including considerations of systemic barriers, gaps and to make recommendations. All business processes are to be identified and ranked according to the most cumbersome and inefficient business processes from the clients’ perspective, and to map the current state of existing processes including role and responsibilities between clients and stakeholders and recommend improvements to enhance service delivery.
The project will involve, but not be limited to:
- Proposing options for the structure of the organizational units with a view to being more strategic and client centred, based on the expected results and service delivery outcomes for each sub-unit of the proposed structure.
- Ranking the most cumbersome and inefficient business processes for clients and staff.
- Presenting the list to the departmental representative including the supporting justification, for decision making purposes of which business processes will be developed further
- Reviewing and mapping existing business processes to the business processes used in three other comparable Federal Government departments and identify gaps. The comparison will include a review of organizational structures, volumes of requests and workloads.
- Reviewing and mapping other business processes in their existing state, and identifying systemic barriers, gaps or problems with existing processes.
- Making recommendations to eliminate inefficiencies and reduce red tape for each business process and justify recommendations.
