Please note: Lump Sum items include all items required to complete the project in accordance with the drawings and specifications (which are not measured for payment), including, but not limited to:
- Mobilization and Demobilization;
- Site work;
- Demolition;
- Electrical;
- Berlin Wall;
- Geotextile;
- Excavation; and
- Construction.

The onus is on the bidder to ensure that the bid is delivered on time to the location designated.
Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.
SCOPE OF WORK / DELIVERABLES:
The scope of work consists of the furnishing of all plant, labour, equipment and material for this marginal wharf construction at Barre-de-Cocagne, NB. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.
In general, work under this contract consists of, but will not necessary be limited to, the following:
- Removal and disposal of existing treated timber cribwork structure;
- Removal of electrical services to allow for new work;
- Relocation of one (1) power pole as shown on drawings;
- Transportation and proper disposal of un-recyclable treated timber materials to an approved regional land fill site;
- Excavation and proper disposal of un-recyclable fill material including underwater dredging materials;
- Construction of new concrete deck and Berlin wall structure as shown in drawings;
- Construction of a new concrete deck, timber wheelguard and sheathing;
- Supply and installation of granular fill materials, filter fabric, geogrid, asphalt pavement, metal wheelguard as shown on drawings;
- Reshaping of the parking area to attain proper surface drainage as shown on drawings;
- New electrical work as per electrical drawings and specifications; and
- Supply and install floating boom/silt curtain surrounding the work area during work.
- Remove on-site containment cell material, dispose at the specific location; include expansion of the disposal site to accommodate new dredge material.

FAMILIARIZATION WITH SITE:
Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
Contractors, bidders, or those they invite to site are to review specification Section 01 35 29 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.
EXPECTED START AND COMPLETION DATES:
Start Date: Upon contract award.
Completion Date: December 31, 2017
SECURITY REQUIREMENTS:
None.
MANDATORY REQUIREMENTS:
- The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.
Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.
QUESTION AND ANSWER PERIOD:
Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Thursday, January 19th, 2017, 2:00 PM (EST) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
