    Description

    GENERAL DESCRIPTION OF WORK

    The Scope of Work of this Project is generally focused on upgrading and repairing the exterior envelope, as well as improving the overall mechanical system of the project which is located at Pukaskwa National Park, Hwy 627, P.O.Box 212 via Hattie Cove, Heron Bay, Ontario.

    The scope of works that are included, but not necessarily limited to the following items:

    1. New insulation, siding and trim;
    2. Insulation upgrades
    3. insulation sheathing vs XPs
    4. New windows and exterior doors as per the technical drawings and specification;
    5. Membrane roof flashing tie-ins to suit the new exterior wall assemblies;
    6. Upgrades the main entrance vestibule finishes;
    7. Mechanical upgrades to the heating, cooling systems and controls;
    8. Landscape upgrades.

    This is a stipulated price contract. The jobsite is a workplace area, therefore the contractor is required to execute construction works with least possible interference or disturbance to the occupants, building operations, visitors and normal use of premises. The contractor is required to coordinate with Parks Canada Agency Representative in order to facilitate construction work.

    SECURITY REQUIREMENT

    At bid closing, the Bidder must hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY STATUS, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.

    OPTIONAL SITE VISIT

    It is recommended that the bidders attend the site visit at the designated date and time to examine the scope of the work required and the existing conditions. A maximum of two (2) representatives per bidder will be permitted to examine the sites.

    The site visit will be held on April 24, 2017 at 10:00 am (EDT).

    Bidders must communicate with the Contracting Authority no later than one open day before the scheduled visit to confirm attendance.

    Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site and their proposals. NO EXCEPTIONS WILL BE MADE.

    CLOSING DATE AND TIME

    May 10, 2017 at 2 o’clock PM (EDT)

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents.

    PERIOD OF CONTRACT

    Contractor shall perform and complete the Work no later than November 15, 2017.

    Parks Canada Quebec Waterways Unit provides procurement services to the public in either official language of Canada.

    The Crown retains the right to negotiate with suppliers on any procurement.

    Documents may be submitted in either official language of Canada.
