NOTICE OF PROPOSED PROCUREMENT

Human Resources Information System

Trade Agreement:

AIT, International Agreements including NAFTA.

Requirement:

The Royal Canadian Mounted Police (RCMP), E Division, has a joint-force operation unit that requires a fully integrated Human Resources Information System. The requirement includes license purchase and annual support and upgrades for five years. The RCMP Unit will accept the license option either on per user or on entity basis.

A bid can be submitted in both official languages.

Term of Contract:

The period of Contract is five (5) years from contract award date to ____( TBD: five years from implementation date.)

License must be delivered within one (1) month after contract award;.

Training must be delivered within six (6) months upon system implementation.

Annual support and upgrade must be in a period of five years after implementation

Evaluation:

1. To be declared responsive, a bid must:
   1. comply with all the requirements of the bid solicitation;
   2. meet all mandatory technical evaluation criteria; and
   3. obtain the required minimum of 70 percent overall of the points for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 200 points

1. Bids not meeting (a) or (b) or (c) will be declared non responsive. The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price does not exceed the budget available for this requirement.

1. In the event that the responsive bid with the highest number of points presents both Entity License Option and User License Option, and that the Entity License Option does not exceed available budget, the Entity License Option will be considered prior to the User License Option

1. The maximum funding available for the Contract resulting from the bid solicitation is $127,000.00 (Applicable Taxes extra). Bids valued in excess of this amount will be considered non-responsive. This disclosure does not commit Canada to pay the maximum funding available
