Description: To support Government of South Africa through the Department of Public Service and Administration (DPSA), the Department of Foreign Affairs, Trade and Development (DFATD) have a requirement for a Technical Assistance Consultant in support of the Strengthening Ethics and Integrity Project in South Africa. The objective of this project is to increase the accountability, efficiency and transparency of public institutions in South Africa’s gender-sensitive service delivery to the public.
The consultant will design and pilot the implementation of an Ethics, Integrity and Disciplinary Management Technical Assistance Unit (EIDM-TAU) bringing together the various resources required to execute the project. The Consultant will be responsible for carrying out activities required for the financial and operational administration of the project.
In December 2014, President Zuma promulgated the flagship Public Administration Management Act (PAMA) aimed at preventing corruption and promoting ethics and integrity within the public service. The Act sets out the establishment of institutional mechanisms including the Public Administration Ethics, Integrity and Discipline Management Unit (EIDM-TAU) to be located within the DPSA. The DPSA is the government department mandated by law to implement the new legislation. This Unit will seek to centralize the function of managing ethics and integrity within government in order to provide government with sufficient oversight. The Unit will report to the Minister of Public Service and Administration who in turn will be required to report twice annually to Parliament on the activities of the Unit.
The Strengthening Ethics and Integrity project is intended to provide Canadian technical and financial assistance to support the creation of this new EIDM-TAU including the development of an operational model, policies and procedures, piloting the EIDM-TAU as well as building capacity of its staff.
The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The amount allocated to this contract will not exceed five million fifty thousand Canadian dollars (CAN$5,050,000) excluding applicable taxes. Of this amount, six hundred and ninety thousand Canadian dollars (CAN$690,000) is reserved for other personnel and contractors to be determined during the implementation of the project in addition to an amount of two hundred and sixty thousand Canadian dollars (CAN$260,000) for their reimbursable expenses. The anticipated contract duration is five (5) years from the date of contract award.

DESCRIPTION OF SERVICES
Among other things, the Consultant will develop, maintain and strengthen the relationship between key stakeholders within the project; identify and subcontract expertise services to provide technical advice as required DPSA; facilitate technical exchanges between Canadian institutions of ethics and integrity and the DPSA; create a network of South African, Canadian, regional and international resources; Administer and supervise all initiatives funded by the project.

CONSULTANT PROFILE
To meet the requirements of the mandate, DFATD is seeking the services of a consultant with a demonstrated and verifiable set of capabilities. The department seeks a consultant with experience in managing and implementing projects that focus on responsible and democratic governance, and enhancing ethics and integrity in the public sector. It should also have provided different types of capacity building services to government institutions while managing the provision of technical expertise services.
